Ebensburg Municipal Authority: December 2024 WTP Monthly Report

Executive Summary
During December 2024, the Ebensburg water treatment plant (WTP) treated a total of 37,518,000 gallons of reservoir water. This represents an average daily production of 1,210,258 gallons, which is an increase of 128,323 gallons per day compared to the previous year.
An average of 130,410 gallons per day was purchased from Saltlick and blended into the distribution system. This higher-than-normal volume was due to excessive water loss in the system.
Key Maintenance & Operational Events
- Filter Evaluation: On December 5th, a fourth-quarter evaluation of filter #2 was completed. The filter's troughs, media, and air scour system were found to be in excellent condition.
- Raw Water Valve Repair: Mid-month, the raw water valve began acting erratically. Staff discovered a torn seal and rebuilt the valve with new components. It has been functioning well since the repair.
- Chemical Feed Pump Issue: On December 30th, the caustic chemical feed pump stopped operating. Staff replaced it with a spare unit and rebuilt the original pump for future use.
- Reservoir Levels: The upper reservoir water level increased slightly due to recent precipitation and snowmelt, reaching 9 feet (2 feet higher than the previous month).
- Pumping Stations: All three pumping stations were inspected regularly. Snow plowing and winter maintenance were performed, and pumps/motors were greased. A fuel delivery for the Hillcrest generator was placed.
Compliance & Operations
- Reporting: The December Monthly Operating Report (MOR), containing over 20,000 data points, was submitted to the PA Department of Environmental Protection (PA DEP).
- Water Quality Sampling:
- Nine bacteriological samples were collected; none tested positive for total coliform.
- Five chlorine level samples were collected, all meeting the minimum requirement of 0. 20mg/L free chlorine.
- Instrumentation: Online and lab instruments were calibrated to meet PA DEP requirements. Comparative grab samples were taken to verify the accuracy of continuous chlorine, turbidity, and pH analyzers.
- Other Activities: Method 334. 0 quarterly calibrations and a fourth-quarter filter bed evaluation with media analysis were completed.
Maintenance & Repair Work
Inframark staff completed 75 work orders in December. Key tasks included:
- Fire extinguisher and ladder inspections
- Sump pump exercises
- Caustic replacement
- Raw water valve rebuild
- DAF (Dissolved Air Flotation) system inspections and adjustments
- Clarifier maintenance (greasing drives, cleaning troughs)
- Safety equipment checks (eye wash/safety showers, chlorine room alarm test)

Maintenance Expenditures:
- Ace Hardware: $123. 71 (Bathroom sink/Turbidity meter plumbing)
- Water Service Professionals: $2,420. 00 (Fourth quarter filter evaluation)
- RAM: $525. 67 (DAF Grundfos permanganate pump rebuild)
