Ebensburg’s Halloween Parade & Trick-or-Treat will be held on Saturday, October 31, 2026. The parade will begin at 1 pm at Dauntless Fire Hall on W. Sample Street. It will turn right onto N. Center, right onto W. High Street and then right again on Julian Street. Trick-or-Treating will start from there and will go until 4 pm. Along the route, be sure to pick-up treats from the Ebensburg VFW, Wolf’s Performing Arts – who will be set-up in Penn Eben Gazebo – and Codex Comics & Collectibles! Bishop Carroll will also be hosting a Trunk or Treat during these hours, and a Halloween Carnival will be held at the YPCC from 3 to 5 pm. Residents who are interested in participating should leave a porch light on.

Ebensburg Borough Bulletin - January 2025 Edition Overview The Ebensburg Bulletin serves as the official publication for the Borough of Ebensburg, Cambria County. This January 2025 issue highlights a successful 2024, introduces the new Recreation Director, and provides updates on local businesses, library programming, health facilities, and community events. 2024 Borough Achievements Council and staff completed numerous projects in 2024, including: Infrastructure: Replaced old waterlines (Phase 1), completed sewer line replacements on Lovell Avenue and Manor Drive, installed a stormwater drainage system in the northwest quadrant, and purchased a new police cruiser. Compliance & Safety: Achieved Lead-Copper Rule compliance (mandated by EPA), installed a thermal barrier at the Tennis Center to prevent condensation, and secured grants for a new police reporting system and rapid flashing beacon. Community & Facilities: Completed Phase 1 of the Borough Swimming Pool renovation, installed a Historic Ebensburg mural on High Street, and purchased the "Municipal Parking Lot" at W. High & S. Cherry Streets. Staffing: Hired a new Recreation Director and a full-time police officer to replace a retiring one. Meet the New Recreation Director Rebecca Williamson joined the borough team in August 2024 as the new Recreation Director. Background: Born and raised in Ebensburg, she resides there with her husband and two children. Experience: A registered, licensed dietitian with 14 years at Indiana Regional Medical Center developing wellness programs. She has volunteered extensively in the community, including with CCHS Golf Boosters, CES PTO, and downtown events like Wheels & Wings. Vision: Williamson expressed excitement about the widespread recreation opportunities, particularly the YPCC and the operating community pool, and aims to bring new programming to the area. Ebensburg Unveils New Downtown Mural A new mural titled "Historic Downtown Ebensburg" was installed on Friday, May 24th, on the corner of West High and Cherry Streets. The project was a collaborative effort involving: Central Cambria High School art teacher Mr. Brian Dumm and his students. Ebensburg Main Street Partnership. Town historian Dave Huber. Mayor Randy Datsko and High Street Body Shop owners Eric & Dana Danchanko. The mural features historic elements such as a Welsh dragon, a gavel (representing the County Seat), a water droplet, a gazebo, and a horse and carriage. Police Department Updates Retirement: Assistant Chief Robert Sapp retired on May 3rd after serving for over 22 years. He was hired in 1997 and promoted to assistant chief in 2015. New Hire: Officer Anthony Cavazza started as a full-time officer in May. He previously worked part-time with the borough and full-time for Hastings Borough Police, as well as for the Blair County Sheriff’s office and Caroline County Sheriff’s Office in Virginia. Rail City Curling Club The Rail City Curling Club has relocated its home base to the North Central Recreation Center (NCRC) in Ebensburg from Altoona. Growth: Membership has surged by over 50% since relocating, with 32 active members. Facility: Ice rings have been placed into the ice at NCRC to improve consistency for curlers. Upcoming Event: The club will host its inaugural Bonspiel in August, welcoming teams from across the region. Stormwater Project The Ebensburg Stormwater Project will begin in late July and last approximately 7 months. It involves installing over 5,515 feet of stormwater pipe, inlets, manholes, and headwalls. Affected Areas: West Highland Avenue (between N. West Street and N. Julian Street), N. Julian, N. Beech, N. Marian, N. Spruce Streets (north of West Highland), Randolph Street, Elderwood Drive, and a portion of the Fairgrounds. Time Capsule to be Opened A time capsule buried in Veterans Park in 1975 by the Ebensburg Betterment Council is scheduled to be opened in the summer of 2025. History: Buried during the borough's 150th anniversary celebration, it contains documents from first-graders who graduated in 1987 and messages from notable figures like President Gerald R. Ford and astronaut Neil Armstrong. Retrieval: The Cambria County Historical Society will host the retrieval as part of its own centennial anniversary celebration. Water Service Installation Detail An updated diagram for water service installation is available for new construction projects serviced by Ebensburg Borough/Municipal Authority. It details components like the copper inlet pipe, shut-off valve, pressure reducer, and water meter placement. Leadership Farewells Chief Terry Wyland: After 40 years of service, Chief Wyland retired on June 30, 2023. The bulletin thanks him for his exemplary service and professional demeanor. Solicitor Blair Pawlowski: Long-time Solicitor Blair Pawlowski is stepping down after 50 years of service (since January 1974). He will be replaced by Attorney Matt Gribler of the firm Pawlowski, Long & Gribler. Public Safety & Regulations Pet Waste: It is a law to pick up pet waste. Fines can reach $600. Bags are available at Veterans Park, the YPCC Trailhead, and the new Ebensburg Dog Park. Do not put bags in residential trash cans or leave them on the ground. Parking: Vehicles must park with the flow of traffic (passenger side against curb). This is a year-round violation with a $15 fine. Sidewalks cannot be used as driveways ($15 fine). Reporting Issues: Residents should report graffiti, broken equipment, or vandalism to the borough office (814-472-8780) or email eburg@ebensburgpa. com. For suspicious activity, call 911 or the non-emergency line (814-472-2100). Community Services & Alerts Water System Upgrade: The borough is replacing the "SwiftReach 911" system with "Ebensburg Water Alerts" via Smart911. com. Existing users have been migrated, but residents are encouraged to log in to update contact info and customize alert preferences (text, voice, email). Electric Bikes: The YPCC has received a grant to purchase two Aventon Step-Through e-bikes for public rental. These bikes assist with pedaling and are designed to handle hilly terrain. Borough Governance Junior Councilor: The Ebensburg Borough Junior Council is accepting applications from local high school or college students. Members attend monthly meetings on the 4th Monday of each month at the Municipal Building. Interested students should email eburg@ebensburgpa. com. Alleyways: The bulletin clarifies that borough alleys are non-ordained. Property owners abutting an alley are responsible for maintenance but cannot park vehicles or store materials there. Ebensburg "Welcome" Mural Unveiled A new mural reading "Welcome to Ebensburg, Pennsylvania" has been installed at Lake Rowena. The project was a collaborative effort involving the Ebensburg Main Street Partnership, the Borough, Central Cambria High School (CCHS), and the Southern Alleghenies Museum of Art (SAMA). Student Involvement: Over 100 CCHS students from Mr. Brian Dumm’s visual arts class designed and painted the panels. Location: The site was chosen for its size and "gateway" location as you enter the Borough from Manor Drive, Route 22 West, or when visiting Lake Rowena. Other Projects: The Main Street Partnership has also completed the "Big Blue Chair," a fire pit, pedal boats, and downtown flower baskets. High Street Waterline Replacement The Borough has begun replacing aging waterlines on High Street, scheduled for completion in November 2022. Scope: The project spans High Street from Triumph to Tanner, completed in one-to-two block sections at a time. Reason: To replace aging pipes, some containing lead-jointed cast iron piping dating back to the 1800s. Homeowner Impact: Lead pipes connecting to homeowners' property lines will be replaced at no cost. Residents should expect traffic delays and potential water loss; service interruptions will be resolved the same day. Yard Waste & Grass Clippings Policy The Borough can no longer accept grass clippings at the yard waste receptacle site because they are not compostable without regular turning, which staff cannot currently provide. Future Changes: Residents will eventually be required to reactivate fobs and pay a reactivation fee. New terms of use and camera enforcement will be implemented to ensure compliance. Alternatives for Residents: Grasscycling: Recycle clippings back into the lawn using a mulching mower. Composting: Mix brown and green materials in a bin or pile. Mulching: Use dry clippings as a 1–2 inch layer in garden beds. Free Smoke & Carbon Monoxide Detectors The Dauntless Fire Company is distributing free smoke detectors (with escape lights) and carbon monoxide detectors to households in Ebensburg Borough and Cambria Township. Availability: Supplies are limited ("while supplies last"). How to Get One: Call the Fire Hall at 814-472-9281 to check availability and schedule a pickup. Funding: This program is supported by grants from the Community Foundation of the Alleghenies, Lee Initiatives Health & Wellness Endowment, and Estep Realty Services. Pickleball at the YPCC The Young Peoples Community Center (YPCC) is hosting pickleball sessions, described as a fast-growing sport combining elements of tennis, badminton, and ping-pong. Schedule: Mondays & Thursdays: 12:00 PM – 3:00 PM Wednesdays: 8:00 AM – 10:30 AM Requirements: Participants need a paddle and a plastic ball with holes. Ebensburg Borough Welcomes New Faces Will Westrick has been sworn in as the new Junior Councilor, a position created by Council in 2002 and last occupied in 2012. Westrick, a junior at Central Cambria High School and varsity athlete, stated he took the role to get more involved in local government. The Junior Councilor may attend all meetings (except executive sessions) and participate in proceedings but does not have voting rights. Oldham & Prokop Join Public Works Crew Caleb Oldham and Logan Prokop joined the Borough public works crew in February and August 2020, respectively. They join veteran crew members Randy Lauer, Tim Frank, Josh Surkovich, and Jeff Evans. Council Adopts 2021 Budget The Borough Council adopted a $6,063,450 budget for 2021. This marks the 11th consecutive year without a tax increase. Planned Projects for 2021: Replacement of a police cruiser. Replacement of signal housings on the Manor Drive traffic signal. Enhanced security at the water treatment plant. Swimming pool upgrades (new deck chairs, tile repairs). Repairs at Lake Rowena (French drain, pier repairs, concession stand remodeling). A Successful 2020 Council and staff completed numerous projects in 2020, including: Improvements to playing surfaces at Memorial Field. Opening of reservoir property for recreational use. Sewer line extensions near West Horner Street. Repairs to the reservoir drain valve. Full re-appraisal of Borough and Authority property. New curbs and sidewalks on Caroline, Horner, Crawford, and Sample Streets. Milled and resurfaced all streets in the northeast quadrant. Replaced a dump truck. Approved plans for a Dog Park at Lake Rowena. Resurfaced the airport runway and obtained a grant for taxiway resurfacing. Obtained certification in the PA Sustainable Community Program. Comparison of Taxing Authorities The average Ebensburg Borough taxpayer pays approximately $226 (13 mills) per year for borough services. This covers police/fire protection, street sweeping, snow plowing, resurfacing, traffic signals, recreation, leaf collection, playgrounds, and street lighting. Borough Council Resolution on Hate Speech and Parades The Ebensburg Borough Council adopted a formal resolution denouncing hate speech and the public display of the Confederate flag, declaring it inconsistent with borough values. This followed complaints about a flag displayed during the 2020 Memorial Day Parade. Key decisions include: These will now be organized by private groups, civic organizations, or individuals (e. g. , Main Street Partnership). New Permit Ordinance: A new ordinance will require permits for any parade or event on public property to ensure accountability and proper planning for police protection and street sweeping. Citizen Advisory Board: A group called "Inclusive Ebensburg" has formed to act as a citizen advisory board on diversity-related topics. Nathan’s Divide Nature Center Progress Nathan’s Divide, a nature center planned for the area of Ebensburg’s reservoir, is making progress. The independent group aims to protect water resources and promote environmental education and recreation. Boating Access: The Ebensburg Municipal Authority has approved boating on the reservoir. Kayaking, canoeing, and boats without gasoline engines are allowed. New Dock: A new float dock accessible from North Center Street has been installed. Response Rate: As of June 29, Ebensburg’s response rate was only 72%, which is more than 8% below the 2010 rate. Verification: Official census employees will have an ID badge with a photo, Department of Commerce watermark, and expiration date. Sustainability Certification Ebensburg Borough has been recognized for its sustainability efforts. The borough already qualifies for Gold Certification under the Sustainable Pennsylvania Community Certification program and is working toward Platinum Certification. Ebensburg Dog Park The Ebensburg Rotary Club is constructing a dog park on borough property at Lake Rowena, located between the hockey rink and the Ebensburg Animal Hospital. Ebensburg’s Historic District Listing Ebensburg Borough has been officially listed on the National Register of Historic Places. The district covers 162 years of history (1799–1961) and includes 422 contributing buildings. The listing recognizes the area's significance in commerce and architecture. Council Adopts 2020 Budget The Borough Council approved a $5,892,610 budget for 2020. This marks the 10th consecutive year without a tax increase. Key projects planned for the year include: Infrastructure: Water line replacements on Arbor and North Spruce Streets; equipment upgrades at the water treatment plant. Public Safety: Police converting from paper to electronic citations; security system upgrades at the water treatment plant. Ebensburg Bulletin: July 2019 Summary Water System Rating The Department of Environmental Protection has given Ebensburg’s water treatment plant a “Commendable” rating, the highest possible score. This follows an extensive evaluation in March 2019 focused on optimizing treatment processes for public health protection. Borough Council commended the staff, led by Luke Byrne, for their dedication and professionalism in ensuring safe water delivery. New Police Officer Officer Aaron Leyo has joined the Ebensburg Police Department as a full-time officer, starting June 24th. He holds a degree in criminology from Mount Aloysius College and has over four years of experience as a police officer in Portage Borough, Hagerstown (MD), Cambria Township, and South Fork Borough. Alleyways Policy The bulletin clarifies the borough’s stance on alleyways: The borough does not own alleys and provides no long-term or winter maintenance. Adjacent property owners are responsible for maintaining the alleys next to their properties. Property owners cannot construct anything on an alley if it’s the sole access to a parcel. If all contiguous property owners agree, they can petition to have an alley abandoned; the borough typically supports this by waiving any interest. Residents frequently ask about usage rights, often due to disputes over access or storage. Sewer Compliance & Surcharges Customers are required to have their private sewer laterals pressure tested and/or replaced to eliminate combined sewer overflows (CSOs) that discharge into Howells Run during heavy rain. Compliance: Nearly 100% compliance has been achieved in the township and north of Highland Avenue. Surcharges: Customers who fail to make repairs by their deadline face escalating surcharges on their bi-monthly sewer bill: 35%, then 50%, 75%, and up to 100%. Ultimatum: If repairs are not made within more than one year, the Authority may terminate water and sewer service. No customers have reached this final stage yet. Gas Line Project: Peoples Gas is installing new gas lines south of High Street this summer, repairing streets as they go. They will cross High Street and follow the sewer project route north of High Street once the south side is complete. 2020 Census The 2020 Census is approaching. Participation is vital for equal political representation and to ensure the community receives its fair share of State and Federal dollars. How to Respond: For the first time, responses can be submitted online at 2020census. gov. Phone and mail options are still available. Street Paving Update South of High Street: Construction will be completed in July. Council will then advertise for bids to mill and resurface primary and some secondary streets with 1½ inches of new blacktop. North of High Street: Full-width milling and resurfacing is planned for 2020, following the completion of gas and sidewalk projects. LED Streetlights: Downtown streetlights and all park lights have been converted to LED. Savings in energy costs plus a rebate from Penelec will pay for the conversion cost over four years. Sidewalk Project 2019 Project: The sidewalk and curb project on South Caroline, South Marian, and West Triumph Streets is complete. Property owners are encouraged to pay their assessments soon. 2020 Project: Plans for Sample, Crawford, Horner, and Caroline Streets are complete. Bids will be advertised in January with construction starting in the spring. The project is split into two contracts (east and west sides). Ebensburg Bulletin: January 2019 Summary A Successful 2018 The Borough of Ebensburg completed numerous projects in 2018, including: Hiring a fifth full-time police officer. Updating Borough Council protocols and the Code of Ethics. Paying off the swimming pool debt three years early. Acquiring a blighted property and arranging a grant for its demolition. Awarding a new three-year garbage contract that includes weekly recycling. Constructing a mobile event stage. Designing an upcoming sidewalk project. A 35% surcharge will be applied to bills for those who do not bring their private sewer lateral into compliance by the deadline. Gas Line Replacement: Peoples Natural Gas will begin replacing gas mains and lines in February, starting south of High Street. The project will then move to South Caroline, South Marian, and West Triumph Streets. Street Paving Schedule Council has not resurfaced streets in five years to save funds for this expensive project. Approximately $650,000 is available. South of High Street: Streets will be excavated for gas line replacement and then resurfaced this fall. North of High Street: Sewer work followed by gas line work will continue throughout 2019. New sidewalks/curbs will be installed in spring/summer 2020, with resurfacing in Fall 2020. Sewer Line Testing The Borough is requiring testing/replacement of sewer laterals outside the main project area. Notices were mailed in March 2017 (deadline Sept 1, 2017) and August 2017 (deadline July 31, 2018). Beginning in May 2018, notices were mailed to customers within the project area, giving them six months for compliance. Six batches of notices have been sent so far. Requirements: Lateral must conform to current regulations, including a cleanout near the foundation wall and a viewport at the property line. If it fails pressure testing, the entire lateral must be replaced or made to satisfy air testing requirements (pressurized to 5 p. s. i. for 15 minutes). Ebensburg Wastewater Project Timeline: Excavation began in June and is expected to take a full year. The contractor aims to complete areas south of High Street by the end of 2018, with work in the northern portion continuing through the winter. Customer Impact: New taps will be provided for current customers at no cost. However, all customers must have their private sewer lateral (the line between the house and the main) pressure tested. Testing Requirements: Testing will verify that piping outside the foundation is water-tight and that downspouts/drains are not connected to the sanitary sewer. Under-slab testing is generally not required unless stormwater is present. Event Overview The Ebensburg Tennis Center is hosting the 3rd Annual Spring Tennis Classic on May 18, 19, and 20, 2018. Tournament Rules Ratings: Players without an NTRP rating must self-rate on an honor system. The tournament director has final authority over unrated players. Participation: A minimum of four participants or teams is required for an event; otherwise, a round robin format will be used. Format: The tournament is single elimination. Matches are best 2 out of 3 sets with a 10-point Super Tie-Breaker for the third set. Scheduling: Players are responsible for checking draw times, which will be available on May 16 after 7:00 pm . Ebensburg Bulletin: January 2018 Summary A Successful 2017 The Borough of Ebensburg completed numerous projects in 2017, including: Replaced downtown wayfinding signs. Installed new SCADA computer control systems at water and wastewater plants. Added hanging flower baskets downtown. Paid off the original YPCC loan early. Installed new playground fencing at the center and east ward playgrounds. Added new trail crossing markings on Locust, Center, and West streets. Replaced an old backhoe with a new excavator. Paved the courthouse parking lot and installed a new multi-space meter. Extended Victorian streetlights to the 200 block of South Center Street. Refurbished the gym floor at the YPCC. Completed the Beech Street stormwater project at the fairgrounds. Council Adopts 2018 Budget The Borough Council adopted a $5,633,840 budget for 2018. This marks the 8th consecutive year without a tax increase. Key planned projects for 2018 include: Designing the refurbishment of the municipal building front. Replacing a pickup truck and a van in public works. Purchasing a new lowboy trailer (old one to be converted to a stage). Upgrading security systems at the water treatment plant. Adding deck chairs to the swimming pool. Replacing a tractor mower, flooring, and a copier at the YPCC. Performing various water system repairs as time allows. Garbage Collection Update The 3-year contract with Lee Disposal expired at the end of 2017. Waste Management handled collection for the last three months after Mr. Lee retired. Council awarded a new 3-year contract to Pro Disposal of Portage Township . The new contract includes a slight decrease in the monthly charge and adds weekly curbside recycling (previously twice a month). Relaxed Winter Parking Regulations Relaxed winter parking regulations will continue for the current winter season. Enforcement is only active when deemed necessary by staff (e. g. , after forecasted snowfall). Residents can check enforcement status via the borough website (www. ebensburgpa. com), Facebook page, or by calling 472-8780. During business hours, staff answer calls; after hours, press "5" for a recording. Restrictions typically remain in effect for several days after snowfall to allow crews time to clear streets. Important Rule: Do not park directly opposite another car. Stagger cars to allow plows and emergency vehicles with wide mirrors to pass. Nylon trimmer line can slice through tree bark, leading to disease and death. Prevention Tips: Use a 2-4 inch layer of mulch around the tree base (4-6 feet diameter) to prevent weeds. Keep mulch from touching the trunk. Remove weeds by hand instead of using trimmers near trees. The borough has installed protective flexible tubing on all street trees. Chlorination Byproducts The Ebensburg Water System notified customers of high levels of disinfection byproducts (TTHM and HAA5). These form when natural organic matter combines with chlorine. The issue primarily affects customers along the Route 22 corridor near the airport, who receive water from the Greater Johnstown Water Authority’s Saltlick Reservoir. The lower reservoir was drained in late 2016 to replace a drain valve. Delays in machining/delivery kept the reservoir drained through 2017. Installation is expected to be completed this spring once the floor is dry enough. Public Safety & Community Watch Ebensburg Police Chief Terry Wyland is encouraging residents to act as the "eyes and ears" of the community. Residents are urged to call 9-1-1 if they see suspicious activity, such as a van driving erratically or unfamiliar people entering buildings. The police emphasize that they work for the residents and value community trust. Borough Projects & Infrastructure Sewer System: The design for the new sewage collection system is complete and submitted to the DEP. Construction is not expected to begin before 2018. Once construction starts, new taps will be provided for current customers at no cost. However, all customers must have their private sewer laterals pressure-tested to ensure they are watertight. Water Reservoir: The small water reservoir is drained for a new drain valve installation scheduled for August. This in-house project will save ratepayers $50,000. Stormwater: Improvements along Beech Street near the fairgrounds are wrapping up to divert stormwater flows during heavy rains. Playgrounds: New black ornamental fencing is being installed around the east ward and center ward playgrounds. The center ward playground is also receiving new safety surface material. YPCC Gym: The gym floor will be sanded, repainted, and refinished later in the summer, requiring a one-week closure. The Main Street Partnership also created a Summer Bucket List Challenge with 24 activities; completing 20 earns a prize.
