Overview
The Borough of Ebensburg is issuing a formal request for sealed proposals from qualified contractors to handle garbage, rubbish, refuse, and recycling collection services. The contract covers a three-year period from January 1, 2021, through December 31, 2023.

- Bid Submission Deadline: Tuesday, September 8, 2020, at 12:00 Noon.
- Contract Award: Expected on September 28, 2020.

Submission Requirements
- Location: Bids must be delivered to the Borough Manager at the Ebensburg Municipal Building, 300 W. High Street, Ebensburg, PA 15931.
- Format: Proposals must be in a sealed envelope clearly marked "Garbage/Recycling" and submitted on forms provided by the municipality.
- Financial Security: All bids must be accompanied by a bid bond, certified check, cashier's check, or bank letter of credit in the amount of 10% of the first year’s proposed annual contract price.
Qualifications and Eligibility
Bidders must demonstrate the ability to perform the work successfully. The Borough reserves the right to reject bids from contractors who:
- Have previously failed to perform similar contracts properly or on time.
- Lack a permanent place of business.
- Do not have an agent or representative in the area for at least one year.
- Lack adequate equipment, manpower, financial status, or technical experience.
- Do not possess a Cambria County Municipal Waste Hauler License.
Terms and Conditions
- Bid Validity: All bids must be warranted for 60 days.
- Withdrawal: Bids cannot be withdrawn once deposited with the Borough Manager.
- Failure to Award: If a winning bidder fails to enter into the Articles of Agreement, the Borough may forfeit their bid bond or award the contract to the next lowest bidder.
- Contract Execution: The awarded contractor must sign and deliver a written contract within five (5) days of the award notice.
- Legal Compliance: The contract is governed by the laws of the Commonwealth of Pennsylvania and must comply with all applicable state laws and municipal ordinances.
