Overview

The Borough of Ebensburg requires landlords to register their rental properties and report tenant information. This process is designed to ensure the equitable distribution of tax levies and promote the health, safety, and general welfare of the community.

Required Forms

Landlords must submit a Tenant Registration Application to the Borough Office. The form requires the following details:

  • Registration Type: Annual, Change of Tenant, or Change of Ownership.
  • Property Details: Address and Tax Map Number.
  • Owner Information: Name, address, phone numbers (home/cell), and email.
  • Tenant Information: A table listing the Unit Number, Tenant Name, Number of Tenants, Phone, and Date Lease Signed.

Reporting Deadlines

  • Initial Registration: Landlords must submit a report within 30 days of the effective date of the ordinance.
  • New Landlords: If you become a landlord after the effective date, you must report within 30 days of acquiring the property.
  • Changes in Occupancy: Any change in use or occupancy (including vacancies) must be reported in writing within 10 days of the landlord gaining knowledge of the change.

What Must Be Reported

Landlords must provide a printed report including:

  • A list of all dwelling and business units owned, whether occupied or not.
  • The address of each unit.
  • Whether the unit is inhabited by tenants.
  • The names of all tenants aged 18 or older.

Important Notes for Landlords

  • Updates: If a renter changes at any time during the year, an updated registration document must be filed.
  • Liability: Reporting changes does not relieve the landlord of responsibility for unpaid fees or utilities incurred by previous tenants.

Penalties

Violations of these regulations are punishable by a fine of up to $600 and/or imprisonment for up to 30 days.
