Project Overview
This report details a stormwater conveyance system analysis prepared for the Borough of Ebensburg in Cambria County, Pennsylvania. The study was conducted by L. R. Kimball (CDI-Infrastructure, LLC) to provide a preliminary design for future stormwater improvements.
Key Objectives:
- Evaluate existing pipe capacities throughout the borough.
- Propose a preliminary designed storm sewer conveyance system to remedy deficiencies.
- Create a master planning tool to assist the Borough in making informed decisions regarding storm sewer improvements.
Scope Limitations:
- The analysis is restricted to the conveyance system only and does not address outflow impacts or stormwater management.
- The study area is limited to developed areas within the Borough and does not extend beyond the former Pennsylvania Railroad grade (now the Ghost Town Trail).
- This report serves as a planning tool and does not represent a final design.
Watershed Analysis
The analysis identified three distinct watersheds based on the natural terrain of the borough:
- Watershed A: Flows from Highland Avenue south and contributes to an unnamed tributary flowing under Center Street in the Uni-Mart area.
- Watershed B: Flows from Highland Avenue in a southeasterly direction, contributing flows to Howells Run and Lake Rowena.
- Watershed C: Flows north from Highland Avenue to an unnamed tributary that flows east and eventually reaches the Ebensburg water reservoir.

Information for the analysis was gathered from:
- Cambria County aerial photography.
- Borough mapping.
- Information from past projects completed by Kimball in the area.
- Site visits performed by Kimball to verify existing site conditions.
