Overview of Ebensburg Cat Feeding Regulations

The Borough Council of Ebensburg has enacted Ordinance #674 to regulate the feeding of stray or feral cats. The primary goal is to prevent neighborhood nuisances and protect public health, safety, and welfare.

Key Definitions

• Stray Cat: A domesticated cat wandering without an identified owner.
• Feral Cat: A cat that has reverted to a wild state and is not socialized to humans.
• Feeding: Providing food, water, or sustenance to these animals.

Rules for Cat Feeders

The ordinance prohibits feeding that creates a nuisance. However, individuals who choose to feed stray or feral cats must assume full responsibility for the animals' care. This includes ensuring that each cat:

• Is vaccinated against rabies (per PA state law).
• Is spayed or neutered.
• Receives proper care to prevent disease and health hazards.
• Does not create a nuisance or health hazard for the community.

Enforcement and Penalties

• Authority: The Borough’s Code Enforcement Officer and/or the Ebensburg Borough Police are responsible for enforcement.
• Fines: Violators may be fined between $10 and $600 per offense. Each day a violation continues counts as a separate offense.
• Corrective Action: The Borough may require violators to stop feeding activities and take corrective actions in addition to or instead of fines.

Status

The ordinance was enacted by the Ebensburg Borough Council and approved by Mayor Randy S. Datsko in 2025. It takes effect immediately upon adoption and approval.
