Meeting Overview

The Ebensburg Municipal Authority is scheduled to hold a meeting on Monday, October 25, 2021, at 4:00 p. m. The meeting will take place at the Borough office located at 300 West High Street, Ebensburg, PA.

Consent Agenda (Item 2)

The following routine items are proposed for approval via a single motion:

  • Item 10A: Approval of minutes from the September 20, 2021 regular meeting and the October 7, 2021 special meeting.
  • Item 10B: Approval of the Financial Statement for September 2021.
  • Item 10C: Approval of payment of bills for October 2021.

Inframark Reports (Item 5)

  • Wastewater Treatment Plant: Mike Montgomery will provide a report on projects and activities.
  • Water Treatment Plant: Luke Byrne will provide a report on projects and activities.

General Business (Item 10)

  • Bills: A list of bills totaling $99,767. 21 for October is submitted for approval.

PennVest Funding Offer

The Authority received a funding offer from PennVest for the High Street Waterline Replacement project.

  • Grant Amount: $1,265,610
  • Loan Amount: $805,765. 00
  • Interest Rates: 1% for the first five years; 1. 743% for years six through twenty.
  • Action Required: Approve the funding offer.

2021 Budget & Rates (Item 9E)

The agenda addresses a draft 2022 budget which shows an annual operating deficit in the water fund of approximately $50,000. To address this and fund capital projects, a rate adjustment is proposed.

  • Proposed Rate Adjustment: Increase water rates from $60. 25 to $70. 25 per 2-month billing cycle (or $67. 00/2 mo in base rate) and from $8. 00/1K to $8. 50/1K in the usage rate.
  • Effective Date: November 1, 2021.
  • Financial Impact: This adjustment is expected to generate $127,990 in additional income, covering debt service for the PennVest loan and a short-term loan for repairs.

Other Items

  • Operations & Maintenance Report: Jeff Evans will report on public works department activities.
  • Executive Session: Scheduled for Item 13.
