Meeting Overview

The Ebensburg Municipal Authority is holding a regular meeting on Monday, November 20, 2023, at 4:00 p. m. The meeting will take place at the Borough office located at 300 West High Street, Ebensburg, PA.

Agenda Highlights

Consent Agenda (Routine Business)

The following items are grouped for a single motion approval unless members request separate discussion:

  • Minutes: Approval of the minutes from the October 2023 regular monthly meeting.
  • Financial Statement: Approval of the Financial Statement for October 2023.
  • Bills: Approval of bills totaling $177,951. 54 for November 2023.

Operations & Reports

  • Inframark: Reports on Wastewater Treatment Plant Operations (Mike Montgomery) and Water Treatment Plant Operations (Luke Byrne).
  • Operations & Maintenance: Josh Surkovich will report on public works department activities.

Financial Adjustments & Budget

  • Operating Agreement: Staff recommends increasing the annual compensation paid to the Borough for administrative support by 10%, from $201,000 to $221,100. This is the first adjustment since 2017.
  • Water Rates: To fund debt service for the PennVEST Phase I Waterline Replacement project, water rates are proposed to increase effective January 1, 2024:
    • Base rate: Increase from $70. 25 to $85. 75 bi-monthly.
    • Usage rate: Increase from $8. 50 to $10. 50 per 1,000 gallons bi-monthly.

Legal & Engineering

  • Solicitor: Approval of legal services agreements for the PennVEST Project with Attorney C. J. Webb (EMA) and Attorney Matt Gribler (Ebensburg Borough).
  • Engineer: Approval of pay estimate #4 for the Manor Drive-Lovell Project. The payment request from Continental Construction is $295,067. 43.

Public Participation

  • Public Comments: The public is invited to comment on agenda items.
  • Media Comments: Representatives of the media are invited to ask questions.
  • Executive Session: A closed session will be held to receive advice from counsel.
