Public Comments Members of the public are invited to comment on any agenda item. 2. Consent Agenda Routine items to be approved by a single motion: Approval of minutes from the October 24, 2022 regular meeting and November 3, 2022 special meeting. Approval of the Financial Statement for October 2022. Approval of payment of bills for November 2022. 3. Appointments to Address Authority Nathan’s Divide: Presentation by Nathan's Divide. 5. Inframark Reports Wastewater: Mike Montgomery will report on projects and activities at the wastewater plant. Water Treatment: Luke Byrne will report on projects and activities at the water plant. 6. Operations & Maintenance Report Josh Surkovich will report on public works department activities for the month. 8. Engineer Report (High Street Waterline Project) Contractor Payment: Approve payment request of $300,218. 68 to W. A. Petrakis. PENNVEST Reimbursement: Approve reimbursement request of $315,190. 68. Certificate of Substantial Completion: Approve for the High Street Waterline Replacement Project (dated October 4, 2022). Change Order #1: Approve contract extension to May 31, 2022. Sewer Line Replacement: Approve advertisement for the Lovell sewer line replacement project. Locating Lines: Approve expenditure not to exceed $20,000 for PA One Call locating services. 9. Old Business Stormwater Loan: Approve securing a loan commitment with a 5. 39% fixed rate for sixty months for the H2O grant application. H2O Grant Application: Approve Resolution #2202-08 to apply for a grant of $2,151,625. 00 for Area C of the Stormwater plan. Ogden Tank Grant: Approve Resolution #2202-09 to apply for a grant of $374,500 under the ARPA Small Water and Sewer Program. 2023 Budget: Review of the 2023 Budget (No action needed). 10. General Business Minutes: Approval of minutes from previous meeting(s). Financial Statement: Approval of the financial statement for September 2022. Bills: Approval of bills totaling $215,315. 12 for October. 11-14.
