Ebensburg Municipal Authority Meeting Agenda (November 15, 2021)

Agenda Highlights

1. Public Comments & Consent Agenda The meeting opened with public comments, followed by a consent agenda to handle routine items via a single motion. The following were approved:

  • Minutes: Approval of the minutes from the October 25, 2021 meeting.
  • Financials: Approval of the Financial Statement for October 2021 and payment of bills totaling $97,854. 71 for November 2021.

2. Inframark Reports

  • Wastewater: Mike Montgomery provided a report on projects and activities at the wastewater plant.
  • Water Treatment: Luke Byrne provided a report on projects and activities at the water plant.

3. Operations & Maintenance Report Jeff Evans reported on public works department activities for the month.

4. Legal & Corporate Amendments (Solicitor) The Authority considered several resolutions to extend its term of existence by 50 years, moving the expiration date from November 15, 2021, to November 15, 2071.

  • Resolution #2021-04: Amending the articles of incorporation.
  • Articles of Amendment: Formalizing the extension of existence.
  • Resolution #2021-05: Amending the lease term to match the new existence term.
  • Amendment to Agreement of Lease: Extending the lease until November 15, 2071.

5. Engineer Report

  • Beech Street Stormwater: The Engineer reviewed items regarding stormwater, presenting two options for discussion. No action was required at this time.

6. General Business & PennVest Update

  • Highway Restoration Bond: Resolution #2021-06 was approved to authorize the Highway Restoration and Maintenance Bond for the CamTram connection project with Ligonier Construction. The Chair and Secretary were designated as signers.
  • PennVest Update: The Authority accepted a PennVest grant for the replacement of the waterline on High Street.
    • Grant Amount: $1,265,610
    • Loan Amount: $805,765. 00 (1% interest for the first five years; 1. 743% for years six through twenty).

7. Adjournment The meeting concluded with an executive session and adjournment. Documents related to the agenda were available for public inspection at the Borough office located at 300 West High Street, Ebensburg, Pa.
