Meeting Overview
The Ebensburg Recreation Board held its monthly meeting on July 8, 2026, at Pavilion 1 at Lake Rowena. The meeting was called to order at 6:32 PM by Samantha Kemock and Amber Mesoras.
Attendance:
- Present: Rebecca Williamson, Samantha Kemock, Melanie Boland, Amber Mesoras, and Phil Woo (via phone/email).
- Absent: Theresa Jacoby, Ashley Bobby, and Rory Coleman.
Lake Rowena Grant Updates
The board reviewed the financial status of the concession stand project:
- Cost Reduction: The initial bid for the concession stand was $592,694. To reduce costs by $80,000, the board approved several changes:
- Switching from a metal roof to a shingled roof.
- Using split-face block instead of ground face.
- Limiting epoxy flooring to the concession stand area only.
- Bank Stabilization: Bids for bank stabilization are due on July 23, 2026. An informational meeting for contractors was held on the day of this board meeting.
Pool and Recreation Updates
- Amler Grant: The grant application is due in October 2026. Discussions included a revised swing set/play area and the Tanner Street Trail addition, which will connect the ghost town trail to Tanner Street.
- Why Drown Program: Held on July 1, 2026, with 99 children registered. The program received positive feedback from attendees.
- Facilities: The phone line at the pool front desk is currently non-functional; a meeting with Insure is scheduled to resolve this.
- Admission Prices: The board voted to increase one-day admission prices for the 2027 season to $11 for adults and $8 for children. Ebensburg residents with valid photo ID will retain current rates.
- Motion: Sam Kemock, Seconded by Amber Mesoras, Phil Woo agreed via phone.
- Season Passes: Passes for individuals living in the Central Cambria/Bishop Carroll school district will remain unchanged.

- Passes for residents outside the borough/township/school district will be discussed at a later date.
YPCC and New Business
- Pickleball: Lessons are concluding, with the final session rescheduled due to a busy July.
- Silver Sneakers: Instructor Lisa Bream is taking August off. Shelia Johnson will cover three classes per week pending her certification. Yoga classes are currently seeking an instructor.
- Staffing: A part-time custodian/maintenance position will be posted to assist with cleaning recreational facilities and borough offices.
- Halloween Vendor Show: Scheduled for Saturday, October 31st, following the Ebensburg Trick or Treat. Board members were asked to help find vendors, food trucks, and volunteers.
