Ebensburg Borough Council Meeting Summary

Date: June 22, 2026 Location: Ebensburg Municipal Building

Attendance and Opening

The regular monthly meeting was called to order at 6:30 p. m. by Council President Doug Tusing.

Consent Agenda

The council approved the consent agenda unanimously, which included:

  • Inframark reports for Wastewater, Water Treatment, and Collections & Distributions.
  • Approval of minutes from the May 18, 2026 meeting.
  • Financial statements for May and payment of bills for June.

Personnel Updates

  • Resignation: The council accepted the resignation of John Packer, a part-time officer with the Ebensburg Borough Police Department.
  • Farewell: Mayor Datsko recognized Junior Councilor Roy Lian for his service, specifically noting his work establishing the "Brighten the Burg" event.

Committee Reports and Decisions

Water/Wastewater Committee

  • Storm Water Encroachment: Public Works Director Jerry Poruban reported that Peoples Gas had placed a line directly through a stormwater pipe on E. Crawford and N. Caroline. Peoples Gas was scheduled to lower their pipe the following day, and repairs were expected by Thursday prior to the Wheels & Wings event.

Recreation Committee

  • Lake Rowena Shoreline Stabilization: The council approved the advertisement of a Request for Proposal (RFP) to stabilize the shoreline with assistance from the Pennsylvania Fish and Boat Commission.
  • Concession Stand Bids: The council awarded contracts for the new Lake Rowena concession stand (including restrooms) to:
    • General Construction: Penn Installations ($460,194)
    • Mechanical/HVAC: Ace Plumbing ($69,900)
    • Electrical: Top Ridge ($62,600)

Street Committee

  • Parking Enforcement: The council approved a contract with ParkMobile for cellphone-based parking enforcement. They selected Option 1 of the pricing structure, which includes a $0. 45 transaction fee paid by the user and a 3% processing fee paid by the Borough.

Executive Session

The council entered executive session to discuss a lease extension request from RACRA. They voted 6-1 (with Vice President Jacoby voting no) to offer a 6-month lease extension from January 1, 2027, to July 30, 2027.
