Location: Council Room, Ebensburg Municipal BuildingPresiding: Doug Tusing, President Meeting Status: Informational Only Due to an administrative error — the agenda was not posted online at least 24 hours before the meeting as required by Pennsylvania’s State Sunshine Law — no voting or deliberations could occur. The meeting was strictly informational. Attendees Present: Doug Tusing (President) Dave Kuhar (Vice President) Theresa Jacoby Robert Miller Mike Owatt Jeff Ball Others Present: Kelly Cook, Borough Manager Blair Pawlowski, Solicitor Dirk Johnson, Recreation Director Tracy A Strom, Recording Secretary Amanda Datsko (The Mountaineer Herald) Katie Smolen (The Tribune Democrat) Absent: Cecilia Houser Randy Datsko, Mayor Jeff Evans, Public Works Director Danea Koss, Community Development Director Audience: 2 members Key Reports & Updates Recreation Committee A zoning variance was granted for a proposed dog park at Lake Rowena after approximately 40 feet of fencing crossed onto T-5 Properties (Ebensburg Animal Hospital). An easement from T-5 Properties was obtained in May 2021. Zoning Hearing Board approved the variance on March 23, 2022. Borough will present land development plans to Planning Commission on April 7, 2022. Street Committee Sidewalk projects for 2020–2021 were funded via a non-revolving letter of credit. Final loan amount: $540,000 (originally projected $670,000 due to faster-than-expected assessments). Outstanding balances: $87,133. 82 from 2020 property assessments $33,008. 29 from 2021 property assessments 12 liens filed against properties that defaulted on payment agreements; more may follow. Peoples Gas will replace gas lines on Belmont Ave, North West, West Milton, North Spruce, West Alton, and West Horner Streets starting next week — completion expected mid-May. Bids for 2022 paving project to go out in May; completion expected by end of September. Borough Manager Cook requested Peoples Gas’s schedule for next year to coordinate future work. Administration Committee Interviews conducted last week for two Public Works vacancies; applications accepted until suitable candidates are found. Part-time positions open: Lifeguards, Crew Maintenance Leader, Summer Maintenance Laborers. President Tusing directed Administration Committee to review wages for new hires and current workers to ensure market competitiveness — report back to council. Recreation Department Lifeguard certifications and recertifications scheduled. Community Development Director Danea Koss submitted written report covering membership renewals, networking meetings, and “Art in Bloom” activities. Public Works Department Director Jeff Evans (absent) submitted written report on departmental activities. Police Department Chief Wyland reported on monthly police activities.
