High Street, Ebensburg, PAPresiding: Mayor Randy Datsko Attendees Present: Doug Tusing, Theresa Jacoby, Cecilia Houser, Mike Murphy, Susan Kuhar, Sue Stevens Absent: Jeffrey Ball Others Present: Mayor Randy Datsko, Borough Manager Kelly Cook, Community Development Director Danea Koss, Matt Gribler (Pawlowski, Long & Gribler), Tax Collector Charlene Remillard Audience: 3 members Key Actions & Decisions Oaths of Office Just before the meeting, Mayor Datsko administered oaths to: Re-elected Tax Collector Charlene Remillard Newly elected Councilor Sue Stevens Re-elected councilors Doug Tusing, Theresa Jacoby, and Susan Kuhar Meeting Opening Mayor Datsko called the meeting to order and led the Pledge of Allegiance. No public comments were received. Elections for Council Leadership Council President Nominated by Ms. Jacoby: Mr. Doug Tusing Motion to close nominations made by Ms. Houser — passed unanimously Vote to name Mr. Tusing as President — unanimous Council Vice President Nominated by Ms. Houser: Ms. Theresa Jacoby Also nominated by Ms. Jacoby: Ms. Cecilia Houser Motion to close nominations made by Ms. Houser — passed unanimously Vote to name Ms. Jacoby as Vice President — unanimous After election, Mr. Tusing assumed the chair, thanked fellow council members, and congratulated newly elected and reelected members. Administrative Appointments (Approved Unanimously) Motion made by Ms. Jacoby, seconded by Ms. Houser: Appoint Pawlowski, Long & Gribler as Borough Solicitor Appoint the Borough Manager as Secretary/Treasurer Appoint the Borough Manager as Property Maintenance Enforcement Officer Appoint GFT Infrastructure as Borough Engineers Designate depositories: First National Bank, First Commonwealth Bank, AmeriServ Financial Bank, 1st Summit Bank, and PLGIT Appointments to Authorities, Boards, and Commissions (Approved Unanimously) Motion made by Ms. Houser, seconded by Mr. Jacoby: Ebensburg Municipal Authority : Heather Abbs — 5-year term, expiring 12/2028 Ebensburg Zoning Hearing Board : Carol Rummel — 3-year term, expiring 12/2028 Ebensburg Civil Service Commission : Ronald Stempka — 6-year term, expiring 12/2031 Tim Myers — alternate, 1-year term, expiring 12/2026 Vacancy Board : Charles Moyer — 1-year term, expiring 12/2026 Central Cambria Emergency Management Council : John Hawksworth and Mike Sheehan — 1-year terms, expiring 12/2026 Cambria Somerset Council of Governments : Borough Manager appointed as delegate Cambria County Tax Collection Committee : Borough Manager appointed as delegate Central Cambria School District Business Manager appointed as alternate Laurel Municipal Inspection Agency : Borough Manager appointed as delegate 2026 Meeting Schedule (Approved Unanimously) Motion made by Ms. Houser, seconded by Mr. Murphy: Regular monthly meetings held on the fourth Monday of each month at 6:30 p.m., except: May and December : Held on the third Monday Staff will ensure meeting schedules are duly advertised.
