Meeting Overview

The Ebensburg Municipal Authority held a revised meeting on Monday, March 24, 2025, at 4:00 p. m. The meeting was chaired by Gerald McMullen with Kelly Cook serving as Manager.

Agenda Amendments

The Authority approved several motions to amend the agenda prior to standard proceedings:

  • Highland Ave Conflict: Added purposed options regarding a waterline/storm conflict on Highland Avenue.
  • Pennvest Requisitions: Modified the submission of Pennvest Requisitions #1-8 for Stormwater Project #58143 to meet criteria and reflect mathematical calculations.
  • H2O Reimbursements: Added H2O Reimbursement Requests #4 ($363,105. 25) and #5 ($113,240. 71) to the agenda.

Consent Agenda

The Authority approved the following routine items via a single motion:

  • Minutes of the February 2025 regular monthly meeting.
  • Financial Statement for February 2025.
  • Payment of bills for March 2025.

Engineer Report (Item 8)

The Engineer reviewed several payment requests and project updates:

  • Water Line Replacement: Approved a contractor payment request of $223,081. 86 to Guyer Brothers.
  • Pennvest Requisition #14: Approved for Contract 82248 (Non-LSL) in the amount of $232,231. 46.
  • Lovell Avenue Line: Approved Change Order #3 for the replacement of a failing line in the amount of $306,605.
  • Stormwater Project: Approved Contractor Payment Request #6 to Liberoni for $169,852. 57.
  • Stormwater Revisions: Approved revised Pennvest Requisitions #1-8 for Contract 58143.
  • H2O Reimbursements: Approved Requests #4 and #5 for eligible construction costs totaling approximately $476,345.
  • Highland Avenue Update: Discussed three options for storm sewer placement due to encountered utility lines.

Operations & Maintenance

  • Josh Surkovich provided a report on the public works department's activities for the month.

Inframark Reports

  • Luke Byrne provided reports on Wastewater Treatment Plant and Water Treatment Plant operations. No action was required for these items.
