This document package contains the 2023 Annual Reservoir Inspection Report for the Ebensburg Storage Dam, prepared by Stiffler McGraw on behalf of Ebensburg Borough. The report was submitted to the PA DEP Division of Dam Safety on October 25, 2023.

Key Findings and Observations
The inspection summary states that the dam appeared to be in good condition, but noted three specific items requiring attention:
Spillway Wall Cracks:
- Past reports indicated a growing crack in the upper wall section of the downstream western spillway. This section had been sliding downhill and was removed in 2019.
- Current Status: Three (3) hairline cracks were noted on the lower wall section where the upper section was previously removed.
- Action Required: These cracks must be monitored to ensure the lower section does not slide in the same manner as the upper one.
Vegetation:
- Vegetation on the upstream embankment slope requires cutting.
Wet Area/Seepage:
- A wet area was identified on the southern side of the dam access road.
- Flow Rate: Approximately 2-3 GPM (Gallons Per Minute), which is an increase from the previous year's rate of approximately 1 GPM.
- Context: The wet area extends to a patch of wetlands adjacent to the Water Treatment Plant Parking Area.
- Action Required: It is difficult to determine if this is dam seepage or runoff from the mountainside. Regardless, the seep should continue to be monitored for changes.
