Alleys in Ebensburg

The borough has clarified the status of alleys, noting that they were never formally ordained as streets.

  • Ownership: The borough does not own the alleys and provides no maintenance (long-term or winter).
  • Responsibility: Adjacent property owners are responsible for maintenance and have access rights.
  • Restrictions: Property owners cannot construct anything on the alley or store materials there, as this violates zoning.
  • Abandonment: If all contiguous owners petition to abandon an alley, the borough may waive interest, and the alley will be divided between properties.

Kimball Corporate Conference Center

The new $2 Million Kimball Corporate Conference Center is now open at 217-219 West High Street.

  • L. Robert Kimball.
  • Tenant: The Pennsylvania Public School Employees Retirement System is the first-floor tenant and is expected to move in on August 1st.

Recycling Schedule

Curbside recycling collection occurs during the first and third FULL WEEKS of each month.

  • Timing: Recycling is collected during the first week that contains both Wednesday and Friday (garbage days).
  • Example: If the 1st of the month falls on a Wednesday or earlier, recycling is collected that week. If it falls on a Thursday or later, the first collection is the following week.

Sewage Testing

Ebensburg Borough is beginning DEP-required testing of residential and commercial sewage systems to detect infiltration.

  • Method: Smoke-testing will be used to identify illegal connections (downspouts, drains, etc. ) discharging stormwater into the sanitary sewer.
  • Impact: Smoke is non-toxic and leaves no residue, but may enter buildings if sewage traps are empty.
  • Cost: Property owners with illegal sources must pay for corrections.
  • Schedule: Testing will occur in specific sections each year over the next six years; 2009 focuses on properties west of Julian Street.
