New Borough Manager
The Borough of Ebensburg has hired Mr. Terry Carcella as the new Borough Manager, effective April 2026. Mr. Carcella brings over 40 years of municipal government experience from Ligonier Township and the City of Latrobe. His background includes roles as a patrol officer, insurance agent, code enforcement officer, and zoning administrator. He is credited with creating Pennsylvania’s first multi-municipal comprehensive plan for the Western Pennsylvania area.
Police Promotions
Officer Christopher Bopp was promoted to Assistant Chief on March 23, 2026. He graduated from the Johnstown Regional Police Academy in August 2012 and has served as a full-time officer since March 2014. Chief Joe Loughran noted that Bopp has served as a leader in an unofficial capacity since the retirement of former Assistant Chief Robert Sapp.
Hometown Heroes Banners
The Ebensburg VFW Auxiliary is coordinating the "Hometown Heroes Banner" program. Banners honoring veterans will be displayed on utility poles throughout the borough.
- Purchase Dates: January 2nd through February 15th.
- Pickup Location: Ebensburg VFW Post 4963 at 120 W. Sample Street, Ebensburg.
Lake Rowena Dredging
A request for proposals for the dredging of Lake Rowena received only one bid.
- Contractor: Coastal Engineering LLC.
- Bid Amount: $2. 7 million.
- Status: Accepted by Council in April; project is scheduled to begin in September 2026.
Automatic Bill Payment
Residents are encouraged to sign up for automatic water/sewer bill payment to avoid late fees. Funds will be withdrawn from a bank account on the last day of the month.

Scam Awareness
The Police Department warns residents to be wary of door-to-door solicitors and scammers.
- Solicitors: Must report to the police station and provide photo ID of all involved personnel.
- Scam Tactics: Be wary of pressure to wire money, stories that sound too good to be true, or requests for personal/bank information.
- Action: If unsure, call the borough police at 814-472-8930 to verify legitimacy.
Parking Updates
The Borough Council has approved a move to the ParkMobile app platform, replacing electronic kiosks in the Penn Eben Lot and County Lot.
- Hybrid System: Street meters will accept both coins and the ParkMobile app.
- Fee Increase: Meter fees increase to $1. 00/hour (payable in 15-minute increments).
- Fines: Expired meter fines increase from $5. 00 to $10. 00 (doubling to $20. 00 if unpaid within 48 hours).
- Permits: Monthly/annual permits for Penn Eben, Municipal, and Prave Lots remain $25/month.
- Rollout: Expected in September 2026.
