Ebensburg Wastewater Project

  • Timeline: Excavation began in June and is expected to take a full year. The contractor aims to complete areas south of High Street by the end of 2018, with work in the northern portion continuing through the winter.
  • Customer Impact: New taps will be provided for current customers at no cost. However, all customers must have their private sewer lateral (the line between the house and the main) pressure tested.
  • Testing Requirements: Testing will verify that piping outside the foundation is water-tight and that downspouts/drains are not connected to the sanitary sewer. Under-slab testing is generally not required unless stormwater is present.
  • Repairs: Due to the age of the system, many private laterals are expected to fail testing and require replacement up to the foundation. Property owners should plan for this expense.
  • Schedule: An anticipated work schedule is available weekly on the borough’s website (www. ebensburgpa. com) or Facebook page.

Sewer Line Testing & Fireworks Law

  • Compliance Deadlines:
    • Customers in Elderwood and Industrial Park had until September 1, 2017.
    • Customers in non-project areas (north of Highland Ave, Manor Drive, Crestwood Estates, etc. ) had until July 31, 2018.
  • Requirements: Laterals must conform to current regulations, including a cleanout near the foundation and a viewport at the property line. If a lateral fails the air pressure test (minimum 5 p. s. i. for 15 minutes), it must be replaced or repaired.
  • Penalties: A 35% surcharge will be added to the sewer bill for non-compliance.
  • Fireworks Law:
    • Fireworks cannot be discharged on public/private property without permission, from vehicles, toward vehicles/buildings, or within 150 feet of an occupied structure.
    • Possession of dangerous explosive devices (e. g. , M-80s, Silver Salutes, Cherry Bombs) is illegal.
    • Penalty: A fine of not more than $100. 00 for using consumer fireworks in violation of the law.

Yard Waste Disposal

  • New Location: The yard waste compost site has moved from the rear of the YPCC to the Babcock property on South West Street.
  • Access: The site is secured by a gated fence and monitored by cameras. Residents must obtain a key fob from the borough office.
  • Cost: The key fob costs $5 and is valid for two years, granting access between dawn and dusk.

2019 Sidewalk Project

  • Plan: Borough Council plans to resurface streets after the major sewage project completes in June 2019. Approximately $650,000 has been saved for this purpose.
  • Sidewalks: Curb and sidewalk repairs will be undertaken on Horner Street, Crawford Street, Sample Street, Caroline Street, South Marian Street, and West Triumph Street.
