West High Street Changes in 2015

The Borough is undertaking several major construction projects along West High Street starting in Spring 2015:

  • Bridge Replacement: The bridge near the Sheetz store will be replaced. Traffic will be regulated by temporary signals, and a turning lane onto New Germany Road will be added.
  • New Sheetz Store: A new store is being built on the site of Falchini Beverage. Seven existing buildings will be razed to make room for the new store and gas pumps.
  • Falchini Beverage Relocation: Falchini Beverage is moving to the opposite side of West High Street near Park Street.
  • Sidewalks: New sidewalks and curbs will be installed along West High Street between the new Sheetz bridge and Beech Street.

Stormwater Management Project

A new stormwater utility fee is being established to fund necessary improvements.

  • The Problem: The current system cannot handle heavy flows, causing flooding in streets and basements.
  • The Solution: Pennsylvania Act 68 of 2013 allows the Borough to administer stormwater as a utility.
  • Cost & Funding: The total cost to fix deficiencies is $7. 2 million, with $2. 2 million allocated for three priority projects.
  • The Fee: Residential properties will be assessed a fee of $96 annually. This is being phased in over two years:
    • First Year: $48 annually ($8 per bi-monthly bill).
    • Second Year: $96 annually ($16 per bi-monthly bill).
  • Commercial Properties: Fees are based on the actual amount of impervious surface.

Police Department

  • New Hire: Christopher Bopp has been hired as a full-time police officer. He previously served as a part-time officer since 2012 and is a graduate of the Greater Johnstown Police Academy.

Community Events & Safety

  • Crosswalk Safety: Drivers are reminded to yield to pedestrians at non-signalized intersections. New signs have been installed, and the speed limit in downtown is 35 m. p. h.
  • Concerts in the Park: Held at Penn Eben Park on August 1, 8, 15, and 22 from 6pm to 9pm.
  • Downtown Shutdown: Held on Friday, July 25th from 7pm to 11pm. The entertainment is J. D. Eicher & The Goodnights.
  • Street Trees: Property owners are responsible for maintaining trees on their property, including removing dead limbs and keeping the grass trimmed.
