Winter Parking Regulations Status: Enforcement of winter parking regulations is currently relaxed. Reasoning: The previous ordinance (in place since 1994) required alternate side parking and prohibited parking on smaller streets, causing significant inconvenience. New Policy: Regulations will only be enforced when deemed necessary by staff to allow public works crews to clear snow. How to Check Status: Residents can check the borough’s website (www. ebensburgpa. com) or Facebook page for announcements. A recorded message is also available at 472-8780 during business hours. When Restrictions Apply: Regulations will be placed in effect with every forecasted snowfall and remain in effect for several days after to allow crews to clear slush and push snow back from curbs. Important Note: Do not park directly opposite another parked car to allow plows and emergency vehicles to pass. Council Adopts 2017 Budget Total Budget: $5,568,280. This avoids tax increases for the 7th consecutive year. Capital Improvement Projects: New AC/heat pump for municipal building front offices; new flooring for police office. Additional hanging flower baskets in the four 100 blocks from town center. Replacement of an old backhoe with a new excavator and a pickup truck in public works. Completion of the drainage system for the small reservoir. Completion of the stormwater improvement project along North Beech Street (suspended in 2015). Addition of deck chairs at the swimming pool. New computer controls at the water treatment and sewage plants. Installation of aeration equipment at the Ogden Road water storage tank (pending DEP permit). New perimeter fencing and replaced playground surfaces at the center ward and east ward playgrounds. Refinishing of the gym floor at the YPCC. New Businesses Ebensburg welcomes the following new businesses: Bono’s Shoe Repair: 204 W. Sample Street, 814-521-6543 Skeletonnex Chiropractic & Rehabilitation: 927 W. High Street, Suite 5, 814-419-8277 Time to Stitch Sewing Studio: 206 E. High Street, 814-243-4254 or 659-0544 University Orthopedics Center: 1100 West High Street, 814-231-2101 Main Street Partnership Projects Flower Baskets: Additional baskets will be installed this spring to extend flowers for one block in every direction. Wayfinding Signs: Plain blue signs installed ten years ago are being replaced with more aesthetic signs featuring the borough logo and softer colors. Recreational Facilities & Finances YPCC (Young Peoples Community Center): Constructed in 2001 as part of a $2. 2 million project. Annual budget is $232,000 (excluding debt service). Revenue covers all but $20,000 of the expense. Swimming Pool: Rehabilitation project occurred in 2011 ($1. 1 million total). Annual budget is $80,220 (excluding debt service). Had a $19,000 surplus in 2015. Tennis Center: Paid for entirely by the McMahon Foundation; opened in 2007. Annual budget is $157,300. Revenues have always met or exceeded expenditures. Skate Park: Constructed in 2007 at Lake Rowena for $100,000 (paid with a State grant). Operating costs are negligible. New Pavilion at Lake Rowena: Completed this past summer by the public works crew. Size: 20’ x 50’. Available for rent; contact YPCC at 472-4277. Speed Bumps & Stop Signs Speed Bumps: Never installed due to high cost, need for removal during winter, and risk of vehicular damage. Stop Signs: Not permitted for random installation or solely for speed control. Must be based on an engineering study supporting the need for that specific sign. Radar Enforcement: Pennsylvania is the only state not allowing local police to use radar. The Borough encourages residents to contact Representative Frank Burns to support the use of radar. Sewage Collection Project Status: Preliminary design nearing completion as of end of 2016. Timeline: Permit application to DEP expected before 2018. Construction unlikely until 2018. Requirements for Customers: New taps will be provided; no new tapping fees. All customers must have their sewer lateral (private line) pressure tested. Multi-story buildings in downtown must separate stormwater from the sanitary system. Property owners should plan for potential replacement of private sewer laterals up to the foundation. Sewer Line Testing Effective Date: January 1st. Requirement: Air pressure testing required for any property sold or transferred in Ebensburg Borough and served by the Ebensburg system. Process: The lateral from the foundation wall to the property line must be tested at a minimum of five p. s. i. for 15 minutes with no noticeable loss of pressure. Responsibility: The Borough is not responsible for backups into residences. Homeowners are advised to install backflow prevention devices and check insurance coverage. Ebensburg Borough Health & Wellness Facility (YPCC) Hours: Mon-Sat 8 am - 9 pm; Sun 12 pm - 9 pm. Membership Fees: Single/Adult: $27. 00/month Seniors (55+): $20. 00/month Students: $20. 00/month Family (2 Adults + 1 Student): $55/month Specials: Purchase 3 months, get 4th free ($81); Purchase 6 months, get 2 free ($162); Purchase 9 months, get 3 free ($243). New Equipment: Weight room and cardio room received a full makeover in late 2015/early 2016 with new flooring, machines, treadmills, ellipticals, bicycles, stair masters, and rowing machines. Sidewalk Maintenance Ordinance: Property owners must clear sidewalks within 24 hours after a snowfall. Requirements: Shovel full width to bare pavement, sprinkle sand on frosty sidewalks, do not shovel snow into streets/alleys, clear curb cuts. Community: Residents are encouraged to help elderly or disabled neighbors. Ebensburg Tennis Center Season: Winter season is in full swing. Lessons: Offered by USPTA certified professional Jamie Taylor. Rates (Fall/Winter): All You Can Play Pass: Single $340, Family $520 (Sept 14 - May 23).
