Ebensburg Borough Garage Sale Application and Rules
This document serves as an application form for residents to obtain permission to hold a garage sale within the Ebensburg Borough, Pennsylvania. It outlines the necessary information required for the application and details the specific rules governing these events.
Application Requirements
To apply, residents must provide the following details on the form:
- Sale Details: Dates (maximum 2 days), times, and type of sale (e. g. , garage, yard, auction).
- Location: Property address.
- Contact Information: Owner’s name, phone number, and address (including zip code).
- Responsible Party: Name, phone number, and email of the person responsible for the sale.
Rules Applicable to All Sales
The borough defines a "Garage Sale" broadly to include any sale of new, used, or second-hand goods at a residential premise. This includes yard sales, tag sales, porch sales, lawn sales, attic sales, basement sales, rummage sales, and flea market sales.
Key Regulations:
- Frequency: Maximum of 2 sales per year per household.
- Duration and Hours: Sales are limited to a maximum of 2 days. Permissible hours are from 7:00 a. m. to sunset.
- Signage Limits:
- No more than one sign not exceeding 4 square feet may be displayed on the property.
- No more than two directional signs, each not exceeding 2 square feet, are permitted.
- Prohibited Sign Locations: Signs or advertisements cannot be placed on traffic signs, signals, street lights, public utilities, streets, curbs, or sidewalks.
- Removal of Advertisements: All signs, flyers, posters, and bulletins must be removed within the Borough limits no later than the conclusion of the sale. If the sale is canceled, all advertising materials must be removed by the scheduled last day of the sale.
- Display Area: Personal property may be displayed within the residence, porch, garage, or yard, but not in the public right-of-way.
Penalties
Failure to comply with these policies, particularly regarding the posting and removal of signs, is a violation of Ordinance #607 and may result in a penalty of up to $600.
