Meeting Overview

The Ebensburg Municipal Authority is holding its regular monthly meeting on Monday, February 26, 2024, at 4:00 p. m. The meeting will be chaired by Gerald McMullen, with Eric Rummel serving as Vice-Chairman.

Consent Agenda

The following routine items are scheduled for a single motion approval:

  • Item 10A: Approval of the minutes from the January 2024 meeting.
  • Item 10B: Approval of the Financial Statement for January 2024.
  • Item 10C: Approval of bill payments for February 2024.

Engineer Reports (Item 8)

Several financial and project updates are presented under the Engineer's report:

  • Waterline Replacement (Item 8A): A request to modify the scope of the Phase I project to include replacing approximately 500 linear feet of waterline along South West Street.
    • Action: Approve Change Order #1 to Contract 23023-01 in the amount of $156,714.
  • Pennvest Requisitions (Items 8B & 8C): Preparation of requisitions for Pennvest loan numbers 82248 and 80236.
    • Action: Approve requisition #1 for contract 82248 in the amount of $638,797. 76.
    • Action: Approve requisition #1 for contract 80236 in the amount of $27,000. 00.
  • Area C Funding (Item 8D): A grant application for the PA Small Water and Sewer Grant requested a maximum of $2,151,625. The Authority received an offer for $1,000,000.
    • Action: Approve the funding offer of $1,000,000 for Area C.
  • Stormwater Project (Item 8E): Pennvest offered a grant for the Phase 1 Stormwater Project (Area C) in the form of a 1% interest loan.
    • Action: Approve the funding offer in the amount of $3,389,310.
  • Bidding (Item 8F): If the Pennvest offer is accepted, the Authority will advertise the Area C Stormwater Project for bid.
  • H2O Grant (Item 8G): A grant award of $187,250 was received for the Ogden Tank Mixing System.
  • High Street Waterline (Item 8H): A timing inconsistency was found during final documentation review.
    • Action: Approve Change Order #3 for contract 21-1 in the amount of $0 (adjusts contract times only).

Solicitor Reports (Item 7)

The Authority is asked to approve Professional Services Agreements for the PENNVEST Project Legal Services:

  • EMA Solicitor (Attorney C. J. Webb): For the Area C Stormwater Project in the amount of $43,000.
  • Ebensburg Borough Solicitor (Attorney Matt Gribler): For the Area C Stormwater Project in the amount of $22,000.

Other Reports

  • Inframark (Items 5A & 5B): Luke Byrne will provide reports on Wastewater and Water Treatment Plant operations.
  • Operations & Maintenance (Item 6): Josh Surkovich will report on public works department activities.
