Meeting Details Date: Monday, December 18, 2023 Time: 4:00 p. m. Location: Borough of Ebensburg Office, 300 West High Street, Ebensburg, PA Authority Members: Gerald McMullen (Chair), Eric Rummel (V-Chairman), Renee Martin-Nagle, Heather Abbs, and Randy Seymour. Manager: Kelly Cook Agenda Highlights 1. Public Comments & Consent Agenda Public Comments: The public is invited to comment on any agenda item. Consent Agenda Items: These routine items will be approved by a single motion unless requested for separate discussion. Approval of minutes from the November 2023 meeting. Approval of the Financial Statement for November 2023. Approval of bills for December 2023. 2. Reports & Operations Inframark: Luke Byrne will provide reports on Wastewater Treatment Plant Operations (Item 5A) and Water Treatment Plant Operations (Item 5B). Operations & Maintenance: Josh Surkovich will report on public works department activities. 3. Engineer Report & Waterline Project Phase I: Waterline Replacement Project: Ten bids were received and opened on December 12, 2023. Recommendation: Approve Contract No. 2023-1 for Phase I to Guyer Brothers in the amount of $6,172,025. 20. 4. General Business & Financials Bills: A list of bills totaling $141,773. 79 for December is submitted for approval. 2024 Budget Review: Scheduled for discussion (no action required). Risk Mitigation: Discussion regarding DEP recommendations for flushing lead lines. Staff requests waiving water usage charges for homeowners during the flushing period to avoid high bills. Fee Schedule / Rate Resolution: Consideration of Resolution #2023-09 to adopt a new schedule of rates and charges for water and sewer service. Lease Agreement Amendment: Consideration of Resolution #2023-10 to amend the lease with the Borough of Ebensburg. This includes increasing annual lease payments to cover increased debt service from 2024 PENNVEST water construction loans. 5. PENNVEST Funding & Motions Resolution #2023-18: Authorization to approve the GUARANTY AGREEMENT and related documents for PENNVEST funding. Total Amount: $7,906,091. 00 Breakdown: Maximum loan amount of $4,922,366. 00 and maximum principal forgiveness loan amount of $2,983,725. 00. Motion to Proceed: Authorization for the Authority to proceed with projects and close on the $7,906,091. 00 loan and a $629,370. 00 Funding Offer from PENNVEST.
