Consent Agenda (Item 2)

The following routine items are grouped for a single motion approval:

• Item 10A: Approval of minutes from the November 15, 2021 meeting.
• Item 10B: Approval of the Financial Statement for November 2021.
• Item 10C: Approval of bills totaling $98,117. 21 for December 2021.

Inframark Reports (Item 5)

• Wastewater Treatment Plant: Mike Montgomery will provide a report on projects and activities.
• Water Treatment Plant: Luke Byrne will provide a report on projects and activities.

Solicitor (Item 7)

Several resolutions and agreements regarding the PENNVEST project are up for consideration:

• Resolution #2021-07: Approving a schedule of rates and charges for water, sewer, and stormwater.
• Professional Services Agreements: Approval of legal services for Attorney C. J. Webb and Blair Pawlowski, as well as engineering services for Stiffler-McGraw.
• Resolution #2021-08: Authorizing officers to sign documents related to the PENNVEST funding application and loan.
• Resolution #2021-09: Authorizing reimbursement of general funds for project costs up to a maximum loan amount of $805,765. 00 and a principal forgiveness loan of $1,265,610. 00.
• Resolution #2021-10: Securing funding to finance improvements to the public drinking water system by replacing lead-containing waterlines.
• Resolution #2021-11: Amending the Lease Agreement to increase annual lease payments from the Borough of Ebensburg to cover increased debt service for the water construction project.

Other Business

• Operations & Maintenance Report: Jeff Evans will report on public works department activities.
• Executive Session: Scheduled for Item 13.
