Consent Agenda (Item 2)

The following routine items are grouped for a single motion approval:

• Item 10A: Approval of minutes from the April 2024 regular monthly meeting.
• Item 10B: Approval of the Financial Statement for April 2024.
• Item 10C: Approval of payment of bills for May 2024.

Inframark Reports (Item 5)

• Wastewater Treatment Plant: Luke Byrne will provide a report on projects and activities.
• Water Treatment Plant: Luke Byrne will provide a report on projects and activities.

Engineer Reports (Item 8)

• Water Line Replacement: Recommendation to approve a payment request of $870,702. 53 to Guyer Brothers.
• Pennvest Requisition #4: Recommendation to approve requisition #4 for contract 82248 in the amount of $884,330. 80.
• Stormwater Projects: Bids were received on May 8th. The low bidder is A. Liberoni, Inc. (Plum, PA) with a bid of $1,727,128. 67. Recommendation is to approve the contract with A. Liberoni for this amount.
• H2O Grant Application: An application resulted in a grant award of $187,250 for the Ogden Tank Mixing System. No action is required at this time.

General Business (Item 10)

• Fee Schedule / Rate Resolution #2024-01: Consideration of a motion to adopt and approve a schedule of rates and charges for water, sewer, and stormwater services.
• Resolution to Amend Lease Agreement #2024-02: Consideration of a motion to amend the lease agreement with the Borough of Ebensburg. This includes an increase in annual lease payments to cover increased debt service for the PENNVEST Storm Sewer Drainage/Stormwater construction loan.
• Resolution 2024-08: Authorization for Authority members to execute documents associated with Highway Restoration and Maintenance Bonds for the Area C Stormwater Project.
• Resolution 2024-09: Authorization for the execution of the Highway Restoration and Maintenance Bond for the Area C Stormwater Project.

Other Items

• Public Comments: Invited at the beginning and end of the meeting.
• Appointments to Address Authority: Terry and Joyce Molchan will address the council regarding the use of fluoride.
• Operations & Maintenance Report: Josh Surkovich will report on public works department activities.
• Executive Session: To be held to receive advice from counsel.
