Agenda Highlights

Call to Order & Executive Session

The meeting will begin with a call to order and the Pledge of Allegiance. The Authority will announce an executive session held on March 27, 2023, regarding legal advice from the Authority Solicitor concerning education agency members.

Consent Agenda

The following routine items are grouped for a single motion approval:

• Minutes: Approval of the minutes from the February 2023 regular monthly meeting.
• Financial Statement: Approval of the Financial Statement for February and March 2023.
• Bills: Approval of payment for bills covering March and April 2023.

Engineer Report

The Engineer will review specific project items:

• Manor Drive and Lovell Park Sanitary Line Replacement: Bids were awarded to Continental Construction for $1,127,233. 00. The Authority is asked to approve a notice to proceed dated May 22, 2023.
• High Street Waterline Project: Approval of Contractor Payment Request #8 for W. A. Petrakis in the amount of $11,691. 55.
• PENNVEST Requisition #9: Approval of a reimbursement request to PENNVEST in the amount of $13,425. 91.

Solicitor

The Solicitor will present motions regarding a loan with AMERISERV Financial Bank:

• Resolution #2023-02: Authorizing officers to sign necessary documents for the loan.
• Resolution #2023-03: Authorizing actions to effectuate the loan in the principal amount of $622,000. 00, including the Local Government Unit Debt Act proceeding and Guaranty Agreement.

General Business

• Minutes of Previous Meeting(s): Presented for review and approval.
• Financial Statement: The statement for February 2023 is submitted for approval.
• Bills: A list of bills totaling $218,515. 71 for March is submitted for approval.

Inframark Reports

• Wastewater Treatment Plant: Mike Montgomery will provide a report on projects and activities.
• Water Treatment Plant: Luke Byrne will provide a report on projects and activities.

Operations & Maintenance

Josh Surkovich will report on the public works department’s activities for the month.
