Agenda Highlights

Consent Agenda (Item 2)

The following routine items are grouped for a single motion approval:

  • Approval of minutes from the March 28, 2022 meeting.
  • Approval of the Financial Statement for March 2022.
  • Approval of bill payments for April 2022.

Inframark Reports (Item 5)

  • Wastewater: Mike Montgomery will provide a report on projects and activities at the wastewater plant.
  • Water: Luke Byrne will provide a report on projects and activities at the water plant.

Solicitor Items (Item 7)

Several resolutions regarding PENNVEST funding and lease agreements are up for consideration:

  • Legal Services: Approval of professional service agreements for PENNVEST projects with Attorney C. J. Webb (EMA Solicitor) and Attorney Blair Pawlowski (Ebensburg Borough Solicitor).
  • Resolution #2022-02: Authorizes officers to sign necessary documents for PENNVEST funding applications and loan awards.
  • Resolution #2022-03: Authorizes reimbursement of general funds for project costs up to a maximum loan amount of $1,505,765. 00 and a principal forgiveness loan amount of $1,265,610. 00.
  • Resolution #2022-04: Secures funding for the construction of improvements to the public drinking water system, specifically replacing antiquated, lead-containing waterlines.
  • Lease Amendments (Resolutions #2022-05 and Motion 7F): Amends the Agreement of Lease to increase annual lease payments from the Borough to cover increased debt service resulting from the water construction project.

Other Business (Item 10)

  • Highway Permit: Approval of Resolution #2022-07 to sign the PENNDOT highway occupancy permit for the High Street Waterline Replacement Project.
  • Highway Bond: Approval of the Highway Restoration and Maintenance Bond.
  • Property Purchase: A request from Logan Gray (Legend Strength & Fitness Warehouse) to purchase a small piece of property at the entrance of the Water Plant.
  • Sewer Authority: Discussion regarding a prioritized list of projects by the Sewer Authority.

  • Public Comments: Open for comments on any agenda item.
  • Media Comments: Representatives invited to ask questions.
  • Executive Session: Scheduled for receiving advice from legal counsel.
