Key Agenda Items & Updates

Consent Agenda (Routine Approvals) The following items are considered routine and will be approved in a single motion unless a council member requests separate discussion:

  • Approval of Inframark reports for Wastewater and Water Treatment Plant operations.
  • Approval of minutes from the August 22, 2022 meeting.
  • Approval of the financial statement for August.
  • Approval of bills for September.

Water, Wastewater & Stormwater Committee

  • High Street Water Line Replacement: Work began June 20. Substantial completion is expected by September 29, with final completion estimated for November 28. The main installation is complete; W. A. Petrakis is currently connecting service laterals and replacing lead lines.

Recreation Committee

  • Dog Park: The Borough was awarded a $30,000 Mini-Grant from the Southern Alleghenies Planning & Development Commission. Staff will meet with the Rotary Club to discuss construction administration.

Street Committee

  • 2022 Street Paving: The project was awarded to Grannas Brothers for $269,988. 29. Paving is scheduled to start September 26 and finish by October 4, pending weather conditions.
  • Sidewalk and Curbing Project: Bids were received from BCS Construction ($163,900) and Glenn O. Hawbaker, Inc. ($345,010. 10). BCS Construction withdrew their bid due to an error. Staff recommends rejecting all bids and rebidding the project later this year.

Administration Committee

  • AFSCME Contract: Negotiations with the American Federation of State, County and Municipal Employees are proceeding. The current contract expires December 31, 2022.
  • 2022 Budget Preparation: Preliminary numbers are being prepared. A tentative budget will be compiled in October for Council review, with final adoption expected in November.
  • Employee Pension Plans: Council must approve the Minimum Municipal Obligation (MMO) calculations by September 30.
    • Non-uniformed plan MMO: $91,820
    • Uniformed plan MMO: $16,401
    • Defined contribution plan MMO: $5,991
    • Employee contribution rates for both uniformed and non-uniformed plans remain at 3%.

General Business

  • Fireworks Law: Council will review Act 74 of 2022. The Mayor and Police Chief recommend prohibiting consumer fireworks within the borough, with specific exceptions (e. g. , no use by persons under 18, no use within 150 feet of a building/vehicle).
  • Hazard Mitigation Plan: Council is asked to adopt Resolution #2022-14, adopting the updated Cambria County Hazard Mitigation Plan as the Borough’s plan.
  • Façade Grant: Staff recommends applying for a new $50,000 grant from the Pennsylvania Department of Community and Economic Development.
  • Financials:
    • Approval of August 2022 financial statements.
    • Approval of September bills totaling $586,655. 90.

Other Updates

  • Codes Enforcement: A monthly report was forwarded to Council.
  • Ebensburg Municipal Authority: Minutes from the last meeting are included in the packet.
  • Ebensburg Planning Commission: No activity reported.
