Ebensburg Borough Council Meeting Agenda Date: Monday, September 23, 2024 Time: 6:30 p. m. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion: Item 6A & 6B: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations. Item 11F: Approval of minutes from the August 26, 2024 regular monthly meeting. Item 11G: Approval of the financial statement for August. Item 11H: Approval of payment of bills for September. 2. Appointments to Address Council Time allocated for public appointments to speak before the council. 3. Consideration of Any Motion(s) to Amend Agenda Opportunity for council members to propose changes to the meeting schedule. 4. Mayor’s Report Item 4A: Report on the Police Department. 5. Council President Comments Time allocated for comments from the Council President. 6. Water, Wastewater & Stormwater Committee (Ball, Miller & Murphy) Item 6A: Report from Inframark on Wastewater Treatment Plant Operations. Item 6B: Report from Inframark on Water Treatment Plant Operations. Item 6C: Waterline Replacement Project Progress update: Guyer Brothers has installed approximately 80% of the mainline and 50% of service installations. Item 6D: Stormwater Project Construction began August 12, 2024, by A. Liberoni Construction. Current work involves installing 60" pipe on North Julian and North Beech Streets. Estimated completion time: seven months. 7. Recreation Committee (Jacoby, Kuhar & Miller) Item 7A: Pool Bids One bid received from Avalotis Corporation for $198,750 for the second part of renovations at the borough pool. Recommended Action: Accept the bid from Avalotis Corporation in the amount of $198,750. 8. Streets Committee (Ball, Houser & Murphy) Item 8A: Loading Zone on West Triumph Street Laurel Medical Solutions requested a loading zone adjacent to their property between West Ogle St. and South West Street for business hours (Mon–Fri). Reason: Frequent tractor-trailer deliveries currently unload in the middle of the road, posing a public safety hazard. Staff note: The area is not regularly used by the public for parking. Recommended Action: Table the item to ensure proper procedures are followed. 9. Administration Committee (Houser, Jacoby & Kuhar) Item 9A: Budget Department heads have begun preparation for the 2025 budget. Item 9B: New Hires Robert Yahnert and Gabe Forst hired as full-time Public Works Laborers (Pay rate: $22. 79/hour). Alexa Miller hired as a part-time employee at the tennis center (Pay rate: $8. 50/hour). Recommended Action: Make it a matter of record that the listed individuals were hired to their respective positions. 10. Human Relations & Diversity Committee (Kuhar & Houser) No specific items listed. 11. General Business Item 11A: Ordinance #670 – Garbage Ordinance Amends current ordinance to prohibit placing garbage and/or recycle receptacles in public roadways. Recommended Action: Grant final approval for Ordinance 670. Item 11B: Lock Boxes for Fire Department Use Discussion on installing lock boxes on commercial and multi-household residential buildings. Existing fire code already authorizes the fire chief to specify where and what type of box is needed. Recommended Action: No action required at this time; Fire Chief will issue a letter explaining requirements. Item 11C: Lease Agreement with Goodwill of the Southern Alleghenies Current lease ends September 31, 2024 (note: likely typo for Sept 30). Tenant requests renewal for three years starting October 1, 2024, at current rate of $1,117. 38/month. Recommended Action: Dependent on discussion in executive session. Item 11D: Lease Agreement with Cambria County Child Development Corp. Current lease ends September 31, 2024 (note: likely typo for Sept 30). Tenant requests renewal for three years at current rate of $1,666. 94/month. Recommended Action: Dependent on discussion in executive session. Item 11E: Noise Complaint Complaint regarding waste receptacle emptying during quiet hours. Borough investigation found exemption for necessary garbage removal activities under noise ordinance. Recommended Action: No action required at this time. Item 11F: Minutes of Previous Meeting(s) Minutes from August 23, 2024, regular meeting presented for approval. Recommended Action: Approve the minutes of the previous meetings. Item 11G: Financial Statement Financial statement for August 2024 presented for approval. Recommended Action: Approve the August 2024 financial statement. Item 11H: Bills List of bills totaling $259,532. 18 for September 2024 submitted for approval. Recommended Action: Approve payment of the bills as submitted. 12. Department Reports Item 12A: Police Department – Written report from Chief Loughran. Item 12B: Public Works Department – Written report from Director Josh Surkovich. Item 12C: Community Development – Written report from Director Danea Koss. Item 12D: Recreation Department – Written report from Director Rebecca Williamson. Item 12E: Codes Enforcement – Monthly report forwarded to Council. Item 12F: Ebensburg Municipal Authority – Copy of last meeting minutes included in packet. Item 12G: Ebensburg Planning Commission – No Activity. Item 12H: Ebensburg Zoning Hearing Board – No Activity. 13. Media Comments/Questions Representatives of the media invited to comment and ask questions on any issues, whether or not on the agenda. 14.
