Ebensburg Borough Council Meeting Agenda Date: Monday, September 22, 2025 Time: 6:30 p. m. Borough Leadership Mayor: Randy Datsko Council President: Doug Tusing Vice-President: Cecilia Houser Members: Jeffrey Ball, Theresa Jacoby, Susan Kuhar, Robert Miller, Mike Murphy Key Agenda Items & Reports Water, Wastewater & Stormwater Committee Inframark Reports: Approval is recommended for written reports on Wastewater and Water Treatment Plant operations. Waterline Replacement Project: Guyer Brothers has nearly completed the project; a final inspection is pending. Stormwater Project: A. Liberone Construction received substantial completion and is expected to finish remaining restoration work within a month. Recreation Committee YPCC Moisture Issues: The YPCC is facing worsening moisture problems. A bid from Sports Interiors was accepted last month, with work scheduled to begin in late October and finish by early November. Streets Committee Parking Enforcement: Staff is currently evaluating options for parking management and will provide future recommendations. Rectangular Rapid Flashing Beacon (RRFB): Construction began last week with M and B Services, LLC. Installation is delayed until mid-October when the required pole arrives. Administration Committee 2026 Budget: Department heads have begun preparing the budget. Employee Pension Plans: Council is asked to approve several actions regarding the 2026 Minimum Municipal Obligation (MMO) and contribution rates: Non-uniformed plan MMO: $79,179 Uniformed plan MMO: $46,036 Defined contribution plan MMO: $24,539 Employee Contribution Rate: Resolution #2025-04 and #2025-05 establish a 5% contribution rate (unchanged) for both the non-uniformed and uniformed pension plans. General Business Transient Retailer’s Ordinance (#677): Final approval is recommended for this ordinance, which regulates door-to-door solicitation and repeals prior Ordinance #439. Zoning Ordinance (#675): A public hearing was held to solicit input on regulating specific commercial uses, including gaming parlors, hookah bars, marijuana dispensaries, CBD stores, vape shops, and tobacco stores. Zoning Map Change (#676): A public hearing was held regarding a proposal to change zoning from Residential Multi Household (RMH) to Mixed Village Commercial (MX/VC) for specific blocks of High Street, N. Marion, and W. Sample Street. VFW Donation: The VFW intends to donate "Hometown Hero Banners" for the Borough’s seasonal banner program. Billing Software: Staff recommends purchasing new Munilink software for $10,037. 50 to replace the outdated system that will lose security support in June 2026. This also allows for training a new employee on the current system rather than the obsolete one. Financial Approvals: Approval of minutes from the August 25, 2025 meeting. Approval of the August 2025 financial statement. Approval of bills totaling $649,094. 16 for September 2025.
