Ebensburg Borough Council Meeting Agenda Date: Monday, August 27, 2018 Time: 6:30 p. m. Borough Leadership Mayor: Randy Datsko Council President: Doug Tusing Vice-President: Susan Barber Members: John Cobaugh, Cecilia Houser, Theresa Jacoby, Dave Kuhar, Scot May Key Agenda Items & Reports Consent Agenda (Item 1) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion: Minutes: Approval of the July 23, 2018 regular monthly meeting minutes. Financials: Approval of the Financial Statement and payment of bills totaling $698,708.75 . Note: Councilor Barber will abstain from voting on bills owed to Barber Oil Company ($1,047. 57). Appointments: Appointment of Lisa Shirt to complete a 5-year term on the Ebensburg Main Street Partnership (term expires 12/2019). Appointments to Address Council (Item 2) East Sample Street: Residents will address the council regarding a proposed sidewalk project. Staff will provide an update on changes since the last meeting. Water, Wastewater & Stormwater Committee (Item 5) Wastewater Plant Operations: A verbal report from Plant Supervisor Mark Wirfel. Wastewater Project Update: The project is 10% complete in the southern sections. Initial Notification Area (Hillcrest/Industrial Park): 5 customers have not made required repairs; water termination notices have been mailed. Second Notification Area (Crestwood, Lovell, etc. ): Of 486 notices issued, 184 had not made repairs as of August 15th. Warning notices were mailed; 33 have been contracted and 13 completed. Remaining customers will receive termination notices after October 31st. Borough Properties: All borough-owned properties have successfully tested except for the rental house at the pool (pipe bursting required after pool season) and Memorial Field/borough garage (to be completed as the project reaches those areas). Street Committee (Item 7) Sidewalk Project: Staff recommends approving changes to the original sidewalk plan. This follows public meetings and input from residents, including those on East and West Sample Streets. Administration Committee (Item 8) AFSCME Labor Agreement: Negotiations for the renewal of the labor agreement (expiring end of 2018) are ongoing. One more meeting is scheduled for September 11th. 2019 Annual Budget: Staff will begin work in September. A tentative budget is expected for Council review in October, with final adoption planned for the November meeting. General Business (Item 9) Zoning Amendment (Ordinance #644): The Planning Commission recommended permitting Bed & Breakfasts (B&Bs) in all zoning districts where residential occupancy is already allowed. A public hearing was held prior to this meeting. Recommended Action: Grant final approval to Ordinance #644, subject to issues raised at the public hearing. Crestwood Estates Right-of-Way: The Borough is asked to waive any interest in a right-of-way extending between New Germany Road and Borough-owned parcel 08-020-140.000 in Cambria Township. The right-of-way is unused, has no utilities, and does not appear on County GIS records. Recommended Action: Waive Borough interest in the right-of-way. Ebensburg Municipal Authority: Minutes from the last meeting included in the packet. Planning Commission & Zoning Board: No activity reported.
