Ebensburg Borough Council Meeting Agenda Date: Monday, July 27, 2026 Time: 6:30 p. m. Meeting Officials Borough Council: Doug Tusing (President), Theresa Jacoby (Vice-President), Jeffrey Ball, Susan Kuhar, Mike Murphy, Suzanne Stevens, William Link. Mayor: Randy Datsko Agenda Highlights 1. Consent Agenda The following routine items are grouped for a single motion approval: Inframark Reports: Approval of reports for Wastewater Treatment Plant, Water Treatment Plant, and Collection/Distribution Operations. Minutes: Approval of the June 22, 2026 regular meeting minutes. Financials: Approval of financial statements for May and payment of bills for July. 2. Appointments to Address Council Master Sergeant Jacob Foster: Will present a proposal regarding the Pennsylvania Air National Guard's interest in Ebensburg Airport property. 3. Mayor’s Report Regional Police Department Study: Review of study recommendations. Police Vehicle Purchase: Request to purchase a used police vehicle from a Federal agency vendor for $24,000. The Mayor recommends using excess funds in the Capital Account. 6. Water, Wastewater & Stormwater Committee (Ball, Murphy & Stevens) Inframark Reports: Acceptance and approval of written reports regarding operations, projects, and activities for the wastewater plant, water plant, and collections/distributions. 7. Recreation Committee (Jacoby & Kuhar) Lake Rowena Stabilization: Awarding the bid to the lowest responsible bidder, Smith’s Lawn & Landscaping company. Pool Complex Changes: A motion to draft a development plan to eliminate the Basketball Court at the pool complex and expand parking. 8. Streets Committee (Ball & Murphy) North Lot Parking: Discussion on a proposal from Cambria County to eliminate two parking spaces between In/Out access and draft a new revenue-sharing agreement for the county-owned portion of the North Lot. Court House Parking Changes: Implementation of new parking enforcement rules for the county lot fronting the Court House. Signage: Approval to purchase a new public parking sign with shared costs between the Borough and County. Enforcement: Allison McKee is hired as the parking enforcement officer. Fines/Rates: Current rate of $5 applies until September 1st. Afterward, rates increase to $1/hour, with overtime fines of $10 for the first 48 hours and $20 if unpaid. Other Items Zoning Hearing Board: No meeting scheduled (Item 12H). Code Enforcement: Verbal report on property violation warnings (Item 12I). Executive Session: Scheduled to discuss personnel and real estate matters.
