Consent Agenda The following routine items are recommended for approval by a single motion: Approval of minutes from the June 17, 2020 town hall and the June 22, 2020 regular meeting. Approval of the financial statement and quarterly transfers. Approval of bill payments totaling $840,800. 71. Recording the extension of the natural gas contract with Dominion Energy through January 2024 at a rate of $3. 65/MCF. 2. Appointments to Address Council Item 3A: Report on the Police Department. 4. Council President Comments 5. Water, Wastewater & Stormwater Committee (Ball & Kuhar) Item 5A: Report from Inframark on Wastewater Treatment Plant Operations. Item 5B: Report from Inframark on Water Treatment Plant Operations. 6. Recreation Committee (Jacoby, May & Owatt) Item 6A: Nathans Divide Residents have been using the reservoir for non-motorized boating. Staff met with a Fish Commission enforcement officer regarding new signage and enforcement coordination. New message boards displaying rules will be installed at both reservoirs and Lake Rowena. Nathan’s Divide is advised not to make further changes until the Option to Lease with the Authority is fully executed. Item 6B: Memorial Field Improvements Two grass infields have been skinned, leveled, and new mix installed. The softball field is complete with baselines graded and reestablished. Stabilization pads were installed under pitcher mounds, batter’s boxes, and catcher areas. 7. Street Committee (Ball, Houser & Owatt) Item 7A: 2020 Sidewalk Project Work on East Crawford Street is completed. Work continues on East Horner Street and North Caroline Street. The project is on schedule. Item 7B: 2020 Street Resurfacing Assuming the sidewalk project finishes by September 15, a Notice to Proceed for milling and resurfacing in the northeast quadrant will be issued. Cost estimate: $455,300 . Staff is preparing bid documents. 8. Administration Committee (Houser, Jacoby & Kuhar) 9. General Business Item 9D: Diversity & Main Street Partnership Council consensus is to separate the Main Street Partnership from the Borough. The Partnership will be an independent corporate body (501(c)3). Recommended Actions: Adopt Resolution 2020-06 rescinding the original 2013 resolution that established the Partnership. Adopt Resolution 2020-07 signifying the Borough’s desire to no longer provide oversight or control of future events. Grant tentative approval to Ordinance #653 for permitting special events and parades. Grant approval to the Operating Agreement between the Main Street Partnership and the Borough. Inclusive Ebensburg: A citizen group formed to promote diversity will continue as a separate organization. Council may create a standing diversity committee to serve as a liaison. Item 9E: Energy Contract The natural gas contract with Dominion Energy has been extended through January 2024 at a rate of $3. 65/MCF. Item 9F: Garbage/Recycling Bids The current contract expires at the end of 2020. Bids will be advertised for Council’s consideration next month. 10.
