Ebensburg Borough Council Meeting Agenda Date: Monday, July 25, 2022 Time: 6:30 p. m. Borough Leadership Mayor: Randy Datsko Council President: Doug Tusing Vice-President: Cecilia Houser Members: Jeffrey Ball, Theresa Jacoby, Dave Kuhar, Robert Miller, Michael Owatt Agenda Items 1. Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion: Item 6A & 6B: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations. Item 11A: Approval of minutes from the June 27, 2022 regular monthly meeting. Item 11B: Approval of the financial statement for June and the quarterly statement. Item 11C: Approval of payment of bills for July. 2. Appointments to Address Council Item 4A: Report on Police Department. 5. Council President Comments 6. Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller) Item 6A: Report from Inframark on Wastewater Treatment Plant Operations. Item 6B: Report from Inframark on Water Treatment Plant Operations. Item 6C: High Street Water Line Replacement Project Work began June 20, 2022. Substantial completion is expected by September 29, 2022. Final completion is estimated for November 28, 2022. Contractor: W. A. Petrakis Contracting. 7. Recreation Committee (Jacoby, Miller & Owatt) Item 7A: Dog Park The Borough applied for a $30,000 Mini-Grant through the Southern Alleghenies Planning & Development Commission. Staff will be notified of the grant status at the end of the month. A meeting between the Rotary and Recreation Committee will be scheduled to discuss construction administration. 8. Street Committee (Ball, Houser & Owatt) Item 8A: 2022 Street Paving Project The project was awarded to Grannas Brothers for $269,988. 29. Work is expected to start in September after the County Fair. 9. Administration Committee (Houser, Jacoby & Kuhar) Item 9A: AFSCME Contract Negotiations with the American Federation of State, County and Municipal Employees have commenced. The current contract expires on December 31, 2022. 10. Diversity Committee (Kuhar & Houser) 11. General Business Item 11A: Minutes of Previous Meeting(s). Item 11B: Financial Statement for June 2022. Item 11C: Bills totaling $412,827. 39 for July 2022 submitted for approval. Item 11D: Sheetz Liquor License Transfer Sheetz has applied for an inter-municipal transfer of a restaurant Liquor License. A hearing is scheduled for Monday, August 22, 2022, at 5:00 PM . Item 11D (Resolution #2022-10): Nathan’s Divide Grant The Borough was asked to apply for a $1,875,996 grant via the Multimodal Transportation Grant for paving and improvements at North Center Street. Status: Staff determined the project is not consistent with the current Lease and Licensing Agreement between the Authority and Nathan’s Divide. Action: Council cannot authorize the grant submission until the Authority and Nathan’s Divide revise their agreement. The required local match may be waived, but this is not guaranteed. 12. Department Reports Item 12A: Police Department (Chief Wyland). Item 12B: Public Works Department (Director Josh Surkovovich). Item 12C: Community Development (Director Dana Koss). Item 12D: Recreation Department (Director Dirk Johnson). Item 12E: Codes Enforcement. Item 12F: Ebensburg Municipal Authority (Minutes included in packet). Item 12G: Ebensburg Planning Commission (No activity). Item 12H: Ebensburg Zoning Board. 13. Media Comments/Questions Representatives of the media are invited to comment and ask questions on any issues. 14. Public Comments Members of the public are invited to comment on any issues, whether or not they are on the agenda. 15. Executive Session To be held only if needed; reason to be stated in advance. 16.
