Agenda Highlights

1. Consent Agenda The following routine items are recommended for approval by a single motion:

  • Reports: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations.
  • Minutes: Approval of minutes from the June 26, 2023 regular meeting and July 10, 2023 special meeting.
  • Finance: Approval of the June financial statement, 2nd quarter transfers, and payment of bills for June.

2. Appointments to Address Council

  • Opportunity for individuals to speak regarding appointments.

3. Consideration of Any Motion(s) to Amend Agenda

  • Council will consider any changes to the meeting schedule.

4. Mayor’s Report

  • Includes a report on the Police Department.

5. Council President Comments

  • Remarks from Council President Doug Tusing.

6. Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller)

  • Inframark Contract: Staff is negotiating a new contract for the operation of water and wastewater facilities.
  • Plant Operations: Council will review written reports from Inframark regarding operations, projects, and activities at both the wastewater and water treatment plants.

7. Recreation Committee (Jacoby, Miller & Owatt)

  • Dog Park Project: The project is nearing completion with only a few items on the punch list. The Rotary plans a grand opening soon. The project was completed on budget, with the Rotary covering unforeseen soil removal costs.

8. Street Committee (Ball, Houser & Owatt)

  • 2023 Street Paving Project: Bids were awarded to New Enterprise Corporation for $175,572. 30 on May 22, 2023. The tentative start date for paving is August 28, 2023.
  • Municipal Parking Lot: The current lease expires August 31, 2023. Staff recommends a one-year extension at $1,300/month (up from $1,100). This rate exceeds the lot's revenue; taxpayer money will be required to subsidize the lease.
    • Recent Revenue: 2020 ($8,553. 59), 2021 ($7,524. 97), 2022 ($8,023. 77).

9. Administration Committee (Houser, Jacoby & Kuhar)

  • Police Chief: A conditional offer of employment has been made to Joseph Loughran with an initial salary of $80,000. He is expected to start in mid-August pending background checks and approval of a modified benefits package.
  • Police Officer Recruitment: Applications for a full-time officer are due August 7th. Tests and interviews are scheduled for August 19th and 24th. Staff recommends approving medical testing by Dr. Magley at $75. 00 per applicant.

10. Diversity Committee (Kuhar & Houser)

  • No specific items listed in this section.

11. General Business

  • Ebensburg Municipal Airport: RACRA requested a feasibility study on the existing hangar, which was deemed unrehabilitable. RACRA is requesting funds to raze the building and erect a new hangar (estimated cost $250,000–$650,000) while seeking federal reimbursement. Staff recommends consulting a structural engineer regarding the hangar and gasoline pumps.
  • Airport Lease: RACRA intends to exercise its option for a five-year lease extension. Staff recommends granting a sixty-day extension to formalize this action.
  • Financials: Approval of the June 2023 financial statement, 2nd quarter transfers, and payment of bills totaling $755,726. 97.

  • Police: Report by Chief Wyland.
  • Public Works: Report by Director Josh Surkovich.
  • Community Development: Report by Director Danea Koss.
  • Recreation: Report by Director Dirk Johnson.
  • Codes Enforcement: Monthly report forwarded to Council.
  • Ebensburg Municipal Authority: Minutes from the last meeting included in the packet.
  • Planning Commission & Zoning Board: No activity reported.
