Key Agenda Items & Updates

Water, Wastewater & Stormwater Committee

  • Plant Operations: Reports from Inframark on wastewater and water treatment plant operations were presented. No action is required.
  • Reservoir Valve: A project to replace a drain valve on the small reservoir is moving forward. Bids are due May 11th.
  • West Horner Street Sewer: Two sewer projects in the 200 block of West Horner Street are being advertised. Bids are due May 11th.
  • Carroll Street Sewer: Guyer Brothers was awarded a contract to replace 220 linear feet of sewer main along Carroll Street for $11,000. This was done below the bidding threshold as it could not have been obtained through public bidding.
  • Sewer Replacement Project: The $9 million sewer replacement project is essentially complete. A dispute exists regarding downtime costs claimed by the contractor, Sippel, which exceeds $2. 1 million. Legal advice is being sought.

Recreation Committee

  • Lake Rowena Concession Building: The existing building will be repaired rather than replaced. Repairs include fixing the concrete floor, block cracks, and adding siding. Restrooms will be removed.
  • Dog Park: The Ebensburg Rotary Club plans to construct and donate a dog park at Lake Rowena, adjacent to the outdoor hockey rink. The park will have separate sections for small and large dogs.

Street Committee

  • 2020 Sidewalk Project: The low bid for the northeast quadrant sidewalk project was $1,371,061. 79 from M&B Services of Clarion. The award was tabled due to Coronavirus restrictions but is expected to proceed once construction limits are lifted on May 1st.
  • Financing: First Commonwealth Bank submitted the most favorable proposal for a line of credit to cover project costs while property owner payments are pending.
  • Tree Cutting: The low bid for tree cutting associated with the sidewalk project was $35,000. 00 from Top Notch Logging of Ebensburg. This contract is dependent on the award of the main sidewalk contract.
  • 609 East Crawford Street: The property owner requested a curb cut to save large trees. This request will be granted as a matter of policy, as the address comprises two separate parcels.

General Business

  • Financials: The minutes from the March 30, 2020 meeting and the financial statement for March 2020 are up for approval.
  • Bills: A list of bills totaling $210,368. 40 is submitted for approval.
  • Sewage Enforcement: Due to the closure of the Cambria County Sewage Enforcement Agency, Ordinance #651 is being adopted to empower the Laurel Municipal Inspection Agency to serve as the Borough’s sewage enforcement officer.
  • Airport Resurfacing: Bids for the airport resurfacing project are due May 18th. The CARES Act allows this to be paid 100% with FAA funds. An engineering agreement with CDI/L. R. Kimball for $65,166. 00 is recommended for approval.
  • Spring Clean-up: Pro Disposal will conduct spring clean-up on April 30 and May 1.
