Ebensburg Borough Council Meeting Agenda Date: Monday, April 25, 2022 Time: 6:30 p. m. Council Members & Mayor Borough Council: Doug Tusing (President), Cecilia Houser (Vice-President), Jeffrey Ball, Theresa Jacoby, Dave Kuhar, Robert Miller, Michael Owatt Mayor: Randy Datsko Key Agenda Items & Decisions Consent Agenda (Routine Business) The following items are considered routine and will be acted upon by a single motion unless a council member requests separate discussion. Item 9C: Record the hiring of Pat Pileski as part-time help at the YPCC for $8. 50/hour. Item 11A: Approve minutes from the February 28 and March 28, 2022 meetings. Item 11B: Approve financial statements for February and March, including quarterly transfers. Item 11C: Approve payment of bills for February and March. Committee Reports & Projects Water, Wastewater & Stormwater Committee: Received reports from Inframark on wastewater and water treatment plant operations. No action required. Recreation Committee: Dog Park (Item 7A): The Rotary Club is fundraising to supplement a state grant. Due to market volatility, bids are expected to be higher than projected. A meeting will be held to plan for additional costs and funding procedures. Park Receptacles (Item 7B): The borough needs 15 new trash receptacles with lids. Staff recommends recycled material units, which have a proven 25-year lifespan. The cost is nearly $25,000 from the state contract. Street Committee: Sidewalk & Curb Repair (Item 8A): A project to repair sidewalks and install new curbing on E. Ogle, S. Poplar, N. Beech, and S. Julian Sts. to manage stormwater. Estimated cost is $40,000, primarily from Stormwater Funds. 2022 Street Paving (Item 8A): Paving for areas excluded in 2021 due to gas company work, plus Beech, Julian, Helen, and Charles Streets. Estimated cost is $250,000, primarily from the Borough’s Liquid Fuels allocation. Administration Committee: Summer Hires (Item 9A): Approved hiring for summer positions in Public Works, Swimming Pool Management, and Lifeguarding. The agenda notes a current shortage of applicants may require adjusting wage structures to attract staff. Public Works Hiring (Item 9B): Interviews are ongoing to fill two vacancies. General Business & Resolutions Financials: Approval of financial statements for February and March 2022. Bills: Approval of bills totaling $422,299. 34 for March and $214,082. 87 for April. Equipment Purchase (Item 11D): Approval to purchase a 2022 Case backhoe from Groff Tractor & Equipment for $110,800 to replace the 2008 model. Municipal Authority Appointment (Item 11E): Approval of Randy Seymour’s appointment to the Municipal Authority for a term ending December 31, 2026. PENNVEST Funding (Item 11F): Resolution #2022-04 authorizes borough officers to sign documents for a PENNVEST water construction loan. The maximum loan amount is $1,505,765. 00 with a principal forgiveness loan of $1,265,610. 00. Guaranty Agreement (Item 11G): Resolution #2022-05 approves the Guaranty Agreement related to the PENNVEST funding. Lease Amendment (Item 11G): Resolution #2022-06 amends the Agreement of Lease to increase annual lease payments to cover increased debt service from the PENNVEST loan. County Aid (Item 11G): Resolution #2022-07 applies for $10,000 in aid from the County Liquid Fuels tax fund. Department Reports Written reports were submitted by: Police Department (Chief Wyland) Public Works Department (Director Jeff Evans) Community Development (Director Dana Koss) Recreation Department (Director Dirk Johnson) Planning & Zoning Lot Merger (Item 12G): Approval requested to merge parcels at 505 Belmont Avenue and 726 West Milton. Dog Park Site Plan (Item 12G): Approval requested for the site development plan at 962 Rowena Drive, including a variance for a fence encroaching on neighboring property. Other Business Executive Session: Scheduled to discuss personnel matters, specifically current wage structures for part-time and full-time employees.
