Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion: Item 6B & 6C: Approve reports from Inframark for Wastewater and Water Treatment Plant Operations. Item 11C: Approve minutes from the March 27, 2023 meeting. Item 11D: Approve the March financial statement and quarterly transfers. Item 11E: Approve payment of bills for April. 2. Appointments to Address Council Item 2A: Laura Wolf will speak regarding crosswalks on High Street. 3. Consideration of Any Motion(s) to Amend Agenda 4. Mayor’s Report Item 4A: Report on Police Department activities. 5. Council President Comments 6. Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller) Item 6A: Ordinance #666 regarding the Unit Debt Act. Action: Grant final approval for the Borough to incur lease rental debt under the Pennsylvania Local Government Unit Debt Act. This involves a loan guaranty of $622,000 . Item 6B & 6C: Accept and approve written reports from Inframark regarding Wastewater and Water Treatment Plant operations, projects, and activities. 7. Recreation Committee (Jacoby, Miller & Owatt) Item 7A: Dog Park Project. Action: Approve a contractor payment request of $69,276. 82 to Straw Construction. Item 7B: Swimming Pool Renovation Project. Details: The Borough received a state grant of $134,600. Total renovation costs are estimated between $280,000 and $350,000. The project is funded within the capital projects fund. Action: Approve preparation of documents and put the project out for bid to ensure work is performed this fall. Item 7C: Appointment of Diane Hoffman to the Recreation Board for a five-year term expiring in December 2027. 8. Street Committee (Ball, Houser & Owatt) Item 8A: High Street Waterline Project Paving Repairs. Details: Final paving repairs were delayed due to cold temperatures. The contractor is scheduled to start work on May 1, 2023 , weather permitting. Action: No action required. Item 8B: 2022 Street Paving Project. Details: A list of streets to be resurfaced has a cost estimate of approximately $185,580 . Bids will be advertised on April 27 and May 4. Bids open May 18, 2023 , with an award scheduled for the May 22 Council Meeting. Action: No action required. 9. Administration Committee (Houser, Jacoby & Kuhar) Item 9A: Summer Hires. Action: Make it a matter of record that the listed applicants are hired for summer employment. Pay Rates: Public works and lifeguards at $10. 50/hour; Head Lifeguard at $11. 50/hour; Pool Manager at $14. 50/hour. Hires: Summer Public Works: Tobey Bequet, Brock Martin, Bob Koscho, Gabe Forst, Jason Bacho (2nd year); Landen Connor (1st year). Swimming Pool Manager: Nolan Johnson (8th year). Co-Head Lifeguards: Abbey O’Brien, Karson Johnson (5th year). Lifeguards: Jaylee Sikora, Elizabeth Bopp, Tina Hildebrand (6th year); Tessa Novotny (5th year); Anna Dill, Loralyn Simmers (4th year); Jewel Sikora (3rd year); Taylor Ream, Maggie McCullough, Kayden Magulick, Maya Sirsikan, Gwendalyn Fodor, Nareen Sirsikan (2nd year); Jemma Sikora, Ryan Broderick, Ian Estep, Deklan Estep, Victoria Griffith (1st year). Item 9B: Police Chief Retirement. Details: Long-time Chief Terry Wyland announced his retirement effective July 1, 2023 . Action: Approve advertisement to fulfill the upcoming vacancy. Item 9C: Hiring of Police Officer. Action: Notify the Civil Service Commission to develop an eligibility list for a possible vacancy. Item 9D: Public Works Vacancy. Details: Long-time employee Randy Lauer is retiring in July. Jordan McEvoy has been hired as Laborer I effective May 1, 2023, at a rate of $22. 24/hour. Action: Make it a matter of record that Jordan McEvoy is hired. 10. Diversity Committee (Kuhar & Houser) 11. General Business Item 11A: Blair Pawlowski Retirement. Details: Long-term solicitor Blair Pawlowski is retiring at the end of June. The Borough has paid the retainer to his law office (Pawlowski, Long & Gribler) for the full year. Action: Approve continuing the agreement and retainer with the law office to serve as Borough solicitor for the remainder of the year. Item 11B: EPA Lead and Copper Rule. Details: Federal legislation requires a full inventory of all service lines by October 2024. This involves significant fieldwork and data entry. Staff is considering part-time assistance and purchasing a hydrovac truck to aid in inspections. The Municipal Authority has started a water line replacement project design phase, which includes Lead and Copper Rule elements. Action: Staff will continue to examine options for manpower/equipment; no formal council action is required at this time. Item 11C: Minutes of Previous Meeting(s). Action: Approve the minutes of the March 2023 regular meeting. Item 11D: Financial Statement. Action: Approve the March 2023 financial statement and 1st quarter transfers. Item 11E: Bills. Details: A list of bills totaling $460,853. 41 for April 2023 is submitted. Action: Approve payment of the bills as submitted. 12. Department Reports Item 12A: Police Department (Chief Wyland) Item 12B: Public Works Department (Director Josh Surkovich) Item 12C: Community Development (Director Danea Koss) Item 12D: Recreation Department (Director Dirk Johnson) Item 12E: Codes Enforcement (Monthly report forwarded) Item 12F: Ebensburg Municipal Authority (Minutes included in packet) Item 12G: Ebensburg Planning Commission (No activity) Item 12H: Ebensburg Zoning Board (No activity) 13. Media Comments/Questions Representatives of the media are invited to comment and ask questions on any issues. 14.
