Key Agenda Items & Decisions

Recreational Fee Increases

The Recreation Committee recommends the following rate adjustments:

  • Pool Season Passes: An increase of $5 across all categories (Adult, Senior, and Child).
  • Pavilion Rentals: An increase from $50 to $75, plus a $25 refundable cleaning deposit.
  • Gym Rentals (YPPC): An increase from $10 to $15 for half-court and $20 to $30 for full-court hourly rentals.
  • Party Rentals: An increase from $125 to $150 for two hours at the gym, and from $150 to $200 for two hours at the pool.

Sidewalk and Curbing Project 2023

  • Status: The project was previously put on hold due to high bids. New bids were opened on February 23rd.
  • Total Cost: $136,827. 88.
  • Funding: Approximately $4,500 will come from sidewalk funds, with the remainder from water or stormwater funds.
  • Recommendation: Award the contract to the lowest responsible bidder, CH&D Enterprises, for $136,827. 88.

Dog Park Project

  • Location: 962 Rowena Drive.
  • Funding: The Rotary has secured $245,000 for the project.
  • Bids: Bids were opened on February 23rd. Kev’s (Lute) Excavating withdrew their bid of $201,801. 00 due to an error.
  • Recommendation: Award the project to Straw Construction for $264,039. 00, contingent upon receiving additional funds from the Rotary to cover the cost difference.

Planning Commission Vacancy

  • Reason: Mr. Tom Williams was appointed as the permits manager at PennDOT District 10, creating a conflict of interest.
  • Action: Council will thank Mr. Williams for his service and announce the vacancy. Interested parties are invited to submit a letter of interest.

Resolution #2023-01

  • Purpose: To determine the value of various Public Works equipment (including a North Star Bed sprayer, 54-inch mower deck, 2012 Dodge Ram 2500 Hemi, and Leeboy asphalt roller) to be in excess of $1,000.
  • Action: Authorize the advertisement or sale of this property.

Land Development Plan

  • Applicant: 1st Summit Bank.
  • Proposal: Raze the structure at 516 W. High and construct additional parking.
  • Recommendation: Approve the Land Development Plan.

Financial Matters

  • Bills: A list of bills totaling $321,734. 22 for February 2023 is submitted for approval.
  • Financial Statement: The financial statement for January 2023 is presented for approval.

Municipal Authority Loan

  • Details: The Municipal Authority accepted a loan of $622,000 from Ameriserv at 4. 25% interest.
  • Purpose: To finance engineering costs for Phase 1 of a waterline replacement project and upgrades to the Ogden Tank and Water Treatment Plant.
  • Recommendation: Approve LGUDA proceedings for the Borough to act as a guarantor of the loan.
