Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations. Approval of minutes from the January 22, 2024 meeting. Approval of the January financial statement and February bill payments. 2. Appointments to Address Council Representatives from Wessel & Company will present the 2023 audit. 4. Mayor’s Report Report on the Police Department. 5. Council President Comments 6. Water, Wastewater & Stormwater Committee (Ball, Miller & Murphy) Review and approval of Inframark reports on Wastewater and Water Treatment Plant operations. 7. Recreation Committee (Jacoby, Kuhar & Miller) (No specific items listed) 8. Streets Committee (Ball, Houser & Murphy) (No specific items listed) 9. Administration Committee (Houser, Jacoby & Kuhar) Item 9A: Ebensburg Police Labor Agreement The committee has reached a tentative agreement with the police department. Key Terms: Wage increases of 5%, 3%, 3%, and 3% over four years. Life insurance increase from $25,000 to $50,000. Police health insurance contribution increase of 1% in 2027. Sick time buyout increases to $20/hour until March 31, 2024, then decreases weekly until reverting to $7. 50/hour on April 29, 2024. Action: Approve the collective bargaining agreement for 2024–2027 with retroactive wages from January 1, 2024. 11. General Business Item 11A: Ebensburg Municipal Airport Discussion on hangar repairs. A structural engineer could not guarantee the repair's longevity, and RACRA funding is limited. Action: None at this time. Item 11B: Ordinance #669 (Garbage Ordinance) Amends current rules to allow larger garbage receptacles, require lids, and set a 24-hour limit for placing trash at the curb before pickup. Action: Grant final approval. Item 11C: Resolution #2024-01 Updates the 2024 Wage Resolution to reflect new police wages from the finalized collective bargaining agreement. Action: Adopt resolution establishing 2024 wages. Item 11D: Office Staff Salaries Review of office staff wages as requested by the Administrative Committee. Action: Discuss in Executive Session. Item 11E: Minutes of Previous Meeting Approval of minutes from the January 22, 2024 meeting. Item 11F: Financial Statement Approval of the January 2024 financial statement. Item 11G: Bills Approval of bills totaling $362,963. 59 for February 2024. 12. Department Reports Police: Report by Chief Loughran. Public Works: Report by Director Josh Surkovich. Community Development: Report by Director Danea Koss. Recreation: Report by Director Dirk Johnson. Codes Enforcement: Monthly report forwarded to Council. Ebensburg Municipal Authority: Minutes from the last meeting included in the packet. Planning Commission & Zoning Hearing Board: No activity reported. 13.
