Consent Agenda The following routine items are recommended for approval by a single motion: Reports: Approval of Inframark reports for Wastewater and Water Treatment Plant Operations. Support Letter: Approval of a letter supporting the Pennsylvania One Call System and designating April 2026 as "Pennsylvania Safe Digging Month. " Correspondence: Receipt of correspondence from the Dauntless Fire Company. Minutes: Approval of minutes from the December 15, 2025 regular meeting and the January 5, 2026 Reorganization Meeting. Financials: Approval of financial statements for December 2025 and January 2026, including 4th quarter fund transfers. Bills: Approval of bills totaling $620,220. 79 for January 2026 and $298,942. 55 for February. 2. Appointments to Address Council Representatives from Wessel & Company will review the 2025 audit. 3. Committee Reports & Business Water, Wastewater & Stormwater Committee (Ball, Murphy & Stevens): Water Line Issues: The Council will formally recognize the Public Works Department for restoring water service to eighteen properties following freezing lines. Streets Committee (Ball, Houser & Murphy): Parking Enforcement: Staff are currently evaluating options for parking management and will provide future recommendations. Administration Committee (Houser, Jacoby & Kuhar): Manager Selection: The Borough received 13 applications for the Borough Manager position. After an initial round of interviews yielded no clear consensus, a second advertisement with a slightly increased salary range was issued. The target is to select a candidate by March 1, with a start date in late March. Human Relations & Diversity Committee (Jacoby, Kuhar & Stevens): Hometown Hero Banners: The Community Development Director and Borough Solicitor met with the VFW to review program details. The Solicitor is finalizing implementation requirements. General Business: Police Cruiser (Item 11B): Council is asked to approve the purchase of a 2025 Ford Interceptor and equipment for a total of $64,879. 50. The vehicle will be purchased from Laurel Ford ($44,000) and equipped by West Penn Vehicle Specialists ($20,879. 50). Local Shares Grant (Item 11C): Council is asked to approve a grant of $42,000 for the restoration of McDonald’s Field and First Energy Fields. The bid from Straw Construction ($108,300) is recommended for rejection and rebidding. Airport Runway Lighting (Item 11D): Council is asked to approve a contract for runway rehabilitation lighting. The recommended action is to award the contract to Merrilees Electric, LLC for a grand total of $481,810 . This includes the base bid ($412,740) plus two alternates ($51,220 and $17,850). 4. Department Reports Written reports have been submitted by the following department heads: Police: Chief Loughran Public Works: Director Jerry Poruban Community Development: Director Danea Koss Recreation: Director Rebecca Williamson 5. Code Enforcement (Item 12I) Two violations were issued in December for miscellaneous garbage. No violations were issued in January, but two warnings were given. 6. Other Items Planning Commission: No activity reported. Zoning Hearing Board: No activity reported.
