Consent Agenda The following routine items will be approved by a single motion unless a council member requests separate discussion: Item 6A & 6B: Approval of Inframark reports for Wastewater and Water Treatment Plant operations. Item 11F: Approval of minutes from the October 23, 2023 meeting. Item 11G: Approval of the financial statement for October. Item 11H: Approval of bill payments for November. 2. Appointments to Address Council Opportunity for appointed officials to speak regarding their departments. 3. Consideration of Any Motion(s) to Amend Agenda 4. Mayor’s Report Item 4A: Report on Police Department activities. 5. Council President Comments 6. Water, Wastewater & Stormwater Committee (Ball, Kuhar & Miller) Item 6A & 6B: Acceptance of Inframark reports for Wastewater and Water Treatment Plant operations. Item 6C: Operating Agreement Adjustment. Staff recommends a 10% increase in compensation paid by the Municipal Authority to the Borough for administrative support. New Rate: $221,100 annually (up from $201,000). Action: Approve Joint Resolution #2023-1. Item 6D: Ordinance #667 (PENNVEST Loan Guaranty). Project: Phase I Waterline Replacement. Funding: $2,983,725 grant and a $4,922,366 loan (1% interest, 20-year term). Action: Grant tentative approval for the Borough to guarantee the loan. Item 6E: Ordinance #668 (PENNVEST Loan Guaranty). Project: Lead Service Line Replacement. Funding: $492,706 grant and a $136,664 loan (1% interest, 30-year term). Action: Grant tentative approval for the Borough to guarantee the loan. 7. Recreation Committee (Jacoby, Miller & Owatt) Item 7A: Resolution #2023-13. Authorization to apply for a $120,000 grant through the Statewide Local Share Account. Funds will be used to revitalize multiple playgrounds and parks within the Borough. Action: Rescind previous Resolution #2023-11 and approve the new application. 8. Street Committee (Ball, Houser & Owatt) Item 8A: Sidewalk and Curbing Project 2023. Contractor: CH & D Construction. Cost: $136,827. 88. Status: Work began October 31; completion expected before the December 1 deadline. Action: No action required. 9–12. Departmental Reports Written reports were submitted by the following directors for review: Item 12B: Public Works (Director Josh Surkovich) Item 12C: Community Development (Director Danea Koss) Item 12D: Recreation (Director Dirk Johnson) Item 12E: Codes Enforcement Item 12F: Ebensburg Municipal Authority (Minutes included) Item 12G & 12H: Planning Commission and Zoning Hearing Board (No activity) 13. Media Comments/Questions Representatives invited to comment on any issues, whether or not on the agenda. 14. Public Comments Members of the public invited to comment on any issues. 15.
