1. Consent Agenda The following routine items are recommended for approval by a single motion:
- Item 9A: Approval of the minutes from the September 24, 2018 meeting.
- Item 9B: Approval of the financial statement and quarterly transfers for September 2018.
- Item 9C: Approval of bills totaling $552,668. 29.
2. Appointments to Address Council

5. Water, Wastewater & Stormwater Committee (Houser, Kuhar & May)

9. General Business
- Item 9E: Street Trees. The Borough will purchase sixteen trees from Eisler Nursery for $3,493. 00. This covers eleven street trees and five in front of the courthouse.
- Item 9F: Middle School Field Zoning. A request to rezone the former middle school field (Center & Bolton Streets) from Single-Family Residential to Mixed Use-Village Commercial was discussed. The Planning Commission declined to offer a recommendation, preferring to wait for a public hearing. Staff suggests the applicant prepare a preliminary sketch plan before a decision is made.
- Item 9G: Ogle Street House. The County Redevelopment Authority accepted seven buildings for demolition under ACT 152 blight funding. The Ogle Street house, purchased by the Borough at judicial sale, is scheduled for demolition in spring.
- Item 9H: Airport Inspection. An annual inspection by the Bureau of Aviation identified ten off-airport tree obstructions, missing runway markings, and regulatory issues. Responses have been submitted to the Bureau.
- Item 9I: Vehicle Replacement. The Public Works Department is preparing specifications to replace a 1999 International dump truck and a 2008 Ford Ranger pickup. Both will be advertised for sale after winter; new trucks will not arrive until spring.
- Item 9J: Fire Department Grant. The Dauntless Fire Company was awarded a $461,905 Federal grant to replace a 1986 Rescue Engine. The company will fund the remaining $200,000 balance.
